According to the Decision, the Provincial People's Committee agreed to adjust several contents related to infrastructure land use indicators and Project implementation progress. Specifically, the area of traffic land and parking lots in the preliminary table of land use indicators after investment is adjusted from 157,851.1 m² down to 157,253.6 m²; of which traffic land area remains 144,278.1 m² and parking lot area is 12,975.5 m².

Along with that, the project implementation progress is adjusted from 36 months from the date of investment policy approval to 60 months, calculated from the time the investor is allocated land or leased land for the first time. This period includes the entire process of construction, acceptance, settlement and handover of the project for exploitation and use in accordance with regulations. Other contents of the Project continue to be implemented according to Decision on investment policy approval No. 99/QD-UBND dated January 19, 2022 and Decision on investor approval No. 1388/QD-UBND dated June 24, 2022 of Thai Nguyen Province People's Committee.

The Provincial People's Committee required Hai Long Group Corporation to focus on arranging resources and coordinating closely with departments, branches and localities to deploy the Project on the adjusted schedule; fully performing procedures regarding land, planning, construction, environment and financial obligations in accordance with the law. The investor is responsible for advancing capital to implement compensation, support and resettlement according to the approved plan and periodically reporting the project implementation progress to state management agencies. The People's Committee of Song Cong Ward and relevant departments and branches are responsible for coordinating the organization of compensation and site clearance; guiding, inspecting and supervising the project implementation process, ensuring compliance with regulations and the set schedule.

The adjustment of the investment policy for the Eco-Urban Area Project along Song Cong River - Area A aims to timely update practical conditions during the deployment process, creating conditions for the project to be implemented more synchronously and effectively. Thereby, it contributes to perfecting the urban infrastructure system, embellishing the riverside landscape space, aiming for the goal of sustainable eco-urban development, consistent with the socio-economic development orientation of Thai Nguyen province in the next period.
