According to the Chairman of the Provincial People’s Committee, the Fifth Session of the Provincial People’s Council is highly significant, serving as an occasion for the entire political system to evaluate the results of task performance in the first half of the year and to reach consensus on the main goals and solutions for successfully carrying out socio-economic development tasks in the second half of 2026, creating an important foundation for Thai Nguyen province to develop in a faster, more sustainable, more creative and more comprehensive manner. The Chairman of the Provincial People’s Committee sincerely thanked and receptively incorporated the discussion opinions and contributions of the Provincial People’s Council delegates and voters in the province.

Looking back at the socio-economic development results of the first half of 2026, the Chairman of the Provincial People’s Committee emphasized that these were not only very encouraging results and premises but also the fruit of a spirit of solidarity and a determined, resolute will in administration and implementation; more importantly, they created a strong driving force propelling the entire political system, including the transformation into concrete products by the government system and the unity and consensus of the business community and the People in the province. Among these were a number of outstanding results, such as: double-digit economic growth, marking a new growth cycle for development; FDI attraction maintaining its lead nationwide, creating an important premise for a high-technology breakthrough; the value of goods production rising 20.3%, the highest in the past six years, with the growth of local enterprises in particular reaching over 70%, affirming the rise of businesses; the public investment disbursement rate consistently ranking in the national top six; budget revenue reaching 57.2%, up 12.5% over the same period; total social investment capital rising 32%, comprehensively across sectors and areas in the province, especially in the northern region of the province... The health, education, culture and social welfare sectors received attention and developed. Political security and social order and safety remained stable.

On the basis of the results achieved, the Chairman of the Provincial People’s Committee pointed out four lessons of experience in carrying out the tasks of the first half of the year and nine key tasks for the second half of 2026, such as: Striving to attract FDI reaching USD 11 billion, with priority given to the high-technology industry sector. Placing intense focus on site clearance work and infrastructure investment for resettlement projects; definitively resolving the bottlenecks in site clearance to create available clean land funds for investors; and developing the infrastructure of industrial parks. Accelerating key transport infrastructure projects such as the Hanoi - Thai Nguyen - Cho Moi, Bac Kan - Cao Bang and Lang Son - Thai Nguyen routes; and at the same time proposing inter-provincial routes in the next period. Completing the infrastructure projects and works under construction in the province, and proposing a number of key projects in the coming time.

In addition, attracting investment in multifunctional infrastructure projects tied to commercial and tourism infrastructure, striving to soon have impressive tourism products within the next two years. Effectively and substantively implementing the resolutions of the Politburo, with Resolution No. 57-NQ/TW as the foundation, and promoting digital transformation throughout the province. Devoting resources to and directing agricultural development, effectively implementing the resolutions on agriculture; developing rural transport infrastructure, especially in mountainous and disadvantaged areas. Addressing environmental pollution with a resolute spirit, especially in residential areas and industrial parks. Developing the education system, preparing high-quality human resources, and creating an outstanding advantage in human resources. Focusing on the disbursement of public investment capital. Developing enterprises, especially developing enterprises from individual business households. Raising the urbanization rate; in 2026, submitting to the Standing Committee of the National Assembly for the recognition of eight communes of the province as wards, creating a premise to soon meet the criteria for becoming a centrally-run city.

Regarding the proposals of the Provincial People’s Council delegates, the Chairman of the Provincial People’s Committee said they had been classified, taken on board and assigned to departments and sectors for resolution; for proposals under the authority of the Government and central agencies, the province will forward them to the central agencies for review and resolution. Regarding the proposal to eliminate hamlets and villages without electricity, the Department of Industry and Trade was assigned to advise on a working session of the Provincial People’s Committee with the Northern Power Corporation for immediate implementation. Regarding the proposal on eliminating temporary and dilapidated houses, the province strives to complete this by September 30. He also assigned the Department of Finance to advise on guidelines for decentralizing the procurement of equipment and machinery for departments, sectors and localities; and assigned the Department of Finance and the Department of Construction to study options, consolidate resources and advise on repairing and upgrading degraded roads to avoid affecting people’s lives.

Regarding the matters of concern to the People about the arrangement of educational institutions and of communes and wards, the Chairman of the Provincial People’s Committee informed that, after the Ministry of Home Affairs issues specific guidance, Thai Nguyen province will implement it immediately in the spirit of the Government’s general direction. The Provincial People’s Committee assigned the Department of Education and Training to coordinate with the Department of Home Affairs to submit a plan for arranging educational institutions to the Provincial People’s Committee before July 25 in order to prepare the conditions for the new school year.

To accomplish the socio-economic development goals for 2026 and the entire 2026-2030 period, the Provincial People’s Committee and its Chairman greatly hope to continue receiving the close leadership and direction of the Standing Board and the Standing Committee of the Provincial Party Committee; the responsible coordination of the Provincial People’s Council and its delegates; and the unity of the business communities and the People in the province. Thereby, comprehensive changes in the quality of growth will be created, affirming the position and role of Thai Nguyen on the country’s socio-economic development map; and realizing the aspiration to soon make Thai Nguyen a centrally-run city, so that people may enjoy more of the province’s development achievements in the coming time.
