Permanent Vice Chairman of the Provincial People's Committee chairs meeting to review progress of compensation, support and resettlement for industrial parks
On the afternoon of January 29, in Diem Thuy commune, Comrade Bui Van Luong, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People’s Committee, chaired a meeting with relevant departments, sectors and localities to review the progress of compensation, support and resettlement for the implementation of Yen Binh 2 and Yen Binh 3 Industrial Park projects.

According to the report from the Branch of the Land Fund Development Center - Region IV, regarding Yen Binh 2 Industrial Park Project (scale of 65.4 hectares, affecting 353 households), declarations and inventories have been completed for 291 households with an area of over 53 hectares. Compensation plans have been approved for 82 households and payments and advances have been made to 142 households with a total amount exceeding VND 79 billion. The relocation of graves and the demolition of houses in the project commencement area have been implemented. However, 62 households have not yet completed declaration and inventory procedures and many households that have completed declaration have not yet had their compensation plans approved.
Construction units clearing the ground on the handed-over area
For Yen Binh 3 Industrial Park Project (scale of 295.34 hectares, affecting 1,348 households), inventories have been completed for 820 households with an area of over 214 hectares. Compensation plans have been approved for 360 households with a total budget of more than VND 131 billion; over VND 128 billion has been paid or advanced. The grave declaration process has reached a high rate. Nevertheless, 528 households have not yet undergone inventory and many cases that have declared have either not had their plans approved or have not yet received compensation payments.
Delegates contributing opinions at the meeting
At the meeting, representatives of localities and relevant units reported and clarified difficulties and obstacles during implementation. The discussions focused on: the slow declaration progress of some households, complex legal land documents and challenges in resettlement arrangement and funding for payments.
In concluding remarks at the meeting, Comrade Bui Van Luong, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People’s Committee, requested departments, sectors and localities to focus highly on compensation, support and resettlement, considering this a key task to ensure the progress of industrial park projects in the province. He emphasized that site clearance must comply with legal regulations while fully and promptly applying the best regimes and policies for affected households to ensure their legitimate rights and interests.
He also requested localities to step up dissemination and mobilization for people to cooperate in declaration and inventory. Localities must urgently complete documents and accelerate the appraisal and approval of compensation, support and resettlement plans, while promptly resolving arising difficulties. Localities must implement a daily progress reporting regime to the Provincial People’s Committee, clarifying implementation results and outstanding issues for timely direction and handling.
