The Secretary of the Provincial Party Committee and the Working Delegation inspected the field of site clearance and resettlement arrangement at Song Cong II Industrial Park (Phase 2), Phu Binh Industrial Park and Yen Binh 2 Industrial Park. These are industrial park projects playing a particularly important role in the province's industrial development strategy, contributing to creating clean land funds to attract strategic investment projects.

At the inspection sites, representatives of localities and relevant departments and agencies reported in detail on the progress of land inventory, compensation payment, support and site clearance for each project. In practice, the projects have basically received a high level of consensus from people in the project areas, with expectations of creating momentum for socio-economic development and opening up new development space for localities once the industrial parks are implemented and come into operation.

In line with the province’s consistent direction under the approach of “where site clearance goes, infrastructure investment follows”, localities are actively coordinating with investors and relevant departments and agencies to implement tasks in a synchronized, comprehensive, urgent and effective manner. Resettlement arrangements have been carried out in a timely way, ensuring the stabilization of livelihoods for people in the project areas. At the same time, a number of difficulties and obstacles arising during implementation, as well as proposals for investment expansion, were directly reported by investors to the Secretary of the Provincial Party Committee.

Immediately after the field inspections, the Secretary of the Provincial Party Committee and the Working Delegation held a working session with localities to listen to and grasp emerging difficulties and obstacles, while directing solutions in the spirit of “clear person, clear job, clear time, clear progress, clear results”. At the working session, localities demonstrated strong political determination in implementing industrial park infrastructure projects, focusing on creating cleared land and being ready to proactively welcome new waves of investment. At the same time, they proposed that the province soon arrange, assign and rotate professionally qualified officials to areas identified as key industrial development zones and recommended addressing several issues related to institutional frameworks and decentralization and delegation of authority mechanisms.

Delivering directive remarks at the working session, the Secretary of the Provincial Party Committee emphasized: 2026 is a pivotal year, the first year implementing the Resolution of Party Congresses at all levels. In the context that the province sets a double-digit growth target, along with the institutional system being focused on review and removal, the most important task of the entire political system now is to focus highly on implementation organization. In which, prioritizing growth pillars including: Investment, consumption, export, science, technology and innovation.
The Secretary of the Provincial Party Committee highly appreciated the directing role of the Party Committee of the Provincial People's Committee and the synchronous involvement of the entire political system in deploying industrial park infrastructure projects. Emphasizing the viewpoint "taking time as an opportunity", he required site clearance work to be one step ahead, focusing on creating clean land funds, ready to receive investment projects, especially strategic investors; absolutely not letting small bottlenecks become large barriers. He assigned localities to continue promoting propaganda and mobilization work, creating consensus among the People; departments and branches to proactively coordinate, timely advise and propose solutions to remove difficulties, ensuring project progress, contributing to promoting the province's socio-economic development both in the immediate and long term.
Emphasizing the principle that “cadres are the root of all work”, the Secretary of the Provincial Party Committee required that during site clearance implementation, each cadre must stay close to the grassroots, thoroughly understand the thoughts and aspirations of each household and master professional knowledge and skills to effectively communicate, advocate and build consensus. At the same time, localities need to actively implement resettlement work to ensure that people in project areas can soon stabilize their lives. Regarding personnel work, he assigned the Party Committee of the provincial People’s Committee to direct the Department of Home Affairs to advise on the assignment and rotation of highly qualified officials to key localities for industrial development.

As part of the working program, the Secretary of the Provincial Party Committee visited and encouraged several households subject to site clearance for project implementation; at the same time, he requested localities to ensure that households that have handed over land and relocated to new residences are able to celebrate the traditional Tet (Lunar New Year) fully and joyfully; and to promptly commend and reward exemplary households, creating positive spillover effects during project implementation.
