The deputies broadly agreed with the content of the reports, proposals and draft resolutions; at the same time, they expressed their delight at the province's outstanding results in the first six months of 2026, assessing these as the fruit of the efforts and determination of the entire political system and the consensus of the business community and the People. Many opinions acknowledged the drastic and flexible direction and management of the provincial leadership, especially in investment promotion and attraction.

Discussing socio-economic development in connection with the effective operation of the two-tier local government, the deputies focused on analyzing solutions to achieve the 2026 growth target, especially the possibility of reaching growth of 11% or higher. Many opinions called for accelerating the approval of planning for communes and wards; reviewing the capacity of investors in urban area projects that are behind schedule in order to develop measures to address them; and clarifying the ability to complete the assigned targets, especially the 18 additional targets. In addition, the deputies proposed that the province diversify investment promotion activities, focus on tourism, develop community-based tourism in connection with preserving national cultural identity, strengthen transport connectivity with neighboring localities, and study the development of the night-time economy.

Notably, many opinions called on the Provincial People's Committee to continue removing difficulties, accelerate the disbursement of public investment capital and national target programs, improve the efficiency of capital use, and implement in a coordinated manner solutions to increase budget revenue, prevent revenue loss and develop sustainable revenue sources. At the same time, they called for speeding up compensation, support, resettlement and site clearance for industrial park and cluster projects in order to create clean land funds to attract strategic investors and promote the development of industry, urban areas and services.

The deputies also analyzed solutions to effectively tap the potential and advantages of each locality in order to promote growth and complete the 2026 socio-economic development targets. Some opinions called on the Provincial People's Committee to more fully assess the sustainability of export growth in a context where the FDI sector still accounts for a large share, and at the same time to devise solutions to raise production capacity and increase the participation of domestic enterprises in value chains. In addition, there is a need to study mechanisms to support enterprises in removing difficulties related to administrative procedures, site clearance and access to capital for social housing development; and to promptly issue guidance to resolve obstacles in the management and use of religious land, the mechanism for compensation and site clearance funding, and the decentralization of authority over the procurement and repair of public assets.

For the agricultural sector, the deputies proposed issuing a mechanism to support the transformation of farming methods; identifying key crops after the provincial merger; applying science and technology to raise the productivity, quality and value of tea products; and prioritizing resources to achieve the goal of developing the tea plant into a billion-dollar crop by 2030 under the Resolution of the Provincial Party Executive Committee on developing Thai Nguyen Province's tea industry for the 2025-2030 period; while also strengthening quality management, brand building and the competitiveness of Thai Nguyen tea.

In the health sector, opinions focused on improving the quality of primary health care, strengthening the capacity of the grassroots health system, and better meeting the People's medical examination and treatment needs. The deputies also emphasized the need to step up the dissemination and popularization of the Provincial People's Council's resolutions so that guidelines and policies are quickly put into practice.

Regarding the draft Resolution supplementing the regulations on the first Land Price Table of 2026 in the province, the deputies proposed continuing to review and supplement land prices in resettlement areas to ensure they match reality, and directing localities to fully update land prices at locations still missing them in order to finalize the land price table.

In addition, the deputies agreed with many proposals and draft resolutions on developing high-quality human resources, education policy, public investment, national target programs, social security, and the allocation of capital for the Ring Road No. 5 Project of the Hanoi Capital Region (the section passing through Thai Nguyen Province). The allocation of staffing quotas for the government sector in line with practical requirements also drew the attention of many deputies, with a view to using human resources efficiently and meeting state management requirements in the new period.

The opinions raised in the group discussions closely reflected local realities and the thoughts and aspirations of voters. All opinions were compiled by the secretariat for reporting to the Provincial People's Council to review, incorporate and finalize the draft resolutions before submitting them to the Session for approval, contributing to the successful implementation of the socio-economic development goals for 2026 and the following years.

According to the plan, on July 17, the Fifth Session of the 15th Provincial People's Council will work in the plenary hall to hear the consolidated report on the discussion opinions of the deputy groups; discuss and explain the contents submitted to the Session; conduct interpellations and responses; and discuss and adopt the draft resolutions.
