On July 16, the 15th Thai Nguyen Province People's Council opened its Fifth Session (the regular mid-2026 session). Attending the opening session were Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Comrade Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Board of the Provincial Party Committee, members of the Provincial Party Standing Committee and the Standing Board of the Provincial People's Council, leaders of the Provincial People's Committee and the Provincial Delegation of National Assembly Deputies; leaders of Military Region 1, departments, boards, sectors, agencies, units and localities, and 58 deputies of the Provincial People's Council.

The Fifth Session is the first regular session of the 15th Provincial People's Council for the 2026-2031 term. The Provincial People's Council will review and discuss 41 reports and proposals submitted by the Standing Board of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, the Boards of the Provincial People's Council and the judicial agencies; among these, it will review the report on the socio-economic situation in the first six months and the key tasks for the last six months of 2026. At the Session, deputies will discuss and adopt 27 strategic resolutions to promptly remove bottlenecks, unlock resources, create new momentum for growth, improve the quality of the People's life, firmly safeguard national defense and security, and build a modern administration.

Delivering the opening remarks of the Session, Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized that the Session carries a heavy workload and called on the provincial People's Council deputies to continue drawing on their intellect and practical experience, study the documents carefully, and devote time to frank, democratic and objective discussions, focusing on issues that still draw differing opinions and on matters with a major impact on socio-economic development and the People's life; on that basis, to resolve on sound and feasible policies and create a high degree of consensus in implementation.

For the submitting agencies, the examining agencies and relevant agencies, he called for fully incorporating the deputies' opinions; clearly explaining issues that remain of concern; and providing full information and legal and practical grounds for the Provincial People's Council to review and decide. News agencies, the press, and radio and television are to strengthen information and communication work to convey the activities of the Session to voters and all classes of the People in the province in a timely, complete and accurate manner.

At the opening session, deputies heard reports and proposals such as: the socio-economic situation in the first six months and the key tasks for the last six months of 2026; the addition of a number of socio-economic development targets and tasks for 2026 and the 2026-2030 period in Thai Nguyen Province; the results of the first six months' activities and the key tasks for the last six months of 2026 of Thai Nguyen Provincial People's Council; the results of addressing the opinions and recommendations of voters submitted ahead of the Ninth Session of the Provincial People's Council for the 2021-2026 term (the regular year-end 2025 session of the 14th Provincial People's Council); the submissions of the Provincial People's Committee and the Boards of the Provincial People's Council, etc. The notice on the activities of the Vietnam Fatherland Front of Thai Nguyen Province in contributing to building the administration in the first six months of 2026.

Accordingly, the socio-economic situation of Thai Nguyen Province in the first six months of 2026 unfolded against a backdrop of complex and unpredictable developments both around the world and at home. In that context, under the drastic leadership and direction of Party committees and authorities at all levels, and with the business community and the People across the province working alongside them, the socio-economic situation of Thai Nguyen Province in the first six months of 2026 continued to achieve positive results: the GRDP growth rate was estimated at 10.01%, placing the province among the top 10 provinces with double-digit growth; the index of industrial production rose 19.88%, further affirming its role as a driver of economic growth; total state budget revenue reached over VND 15.1 trillion, equal to 57.2% of the annual estimate; total export turnover reached USD 18.5 billion; foreign direct investment attraction continued to flourish, with total additional registered capital of over USD 8 billion, leading the nation... Culture, education, health care and social security continued to receive attention. National defense and security were firmly maintained, and social order and safety were ensured.

The government apparatus at all levels gradually operated in a stable and smooth manner; decentralization and delegation of authority, administrative reform and digital transformation were carried out in a coordinated manner, helping enhance the effectiveness and efficiency of state management and the quality of service to citizens and businesses.

However, in the course of carrying out its tasks, there remained some difficulties and limitations, such as: the province's economy has a high degree of openness and depends heavily on the processing and manufacturing industry, exports and FDI enterprises, and is therefore directly affected by fluctuations in the world economy. The prices of input raw materials and fuels, logistics costs, exchange rates and energy prices tended to rise, directly affecting the costs of investment in and construction of housing projects, especially social housing. The operations of domestic enterprises still faced many difficulties. Compensation, site clearance, the implementation of a number of key projects and the disbursement of public investment capital still encountered difficulties, affecting the progress of the province's socio-economic development targets...

On the basis of assessing the socio-economic situation of Thai Nguyen Province in the first six months, at the Session the provincial People's Council deputies will discuss and give their opinions on the groups of appropriate tasks and solutions to fulfill the socio-economic development goals, targets and tasks for 2026.

This afternoon (July 16), the provincial People's Council deputies worked in discussion groups to give their opinions on the reports and proposals. The Provincial Web Portal will continue to provide information on the content and program of the Session.
