Moving swiftly to clear sites and implement resettlement projects for the construction of Phu Binh Industrial Park
On the afternoon of July 13, Comrade Tran Van Hau, Vice Chairman of the Provincial People's Committee, chaired a working session with Tan Thanh, Phu Binh, and Kha Son communes and relevant departments, sectors, and units to review the progress of site clearance for Phu Binh Industrial Park and the resettlement projects serving site clearance for the project.
Scene of the working session
The Phu Binh Industrial Park Infrastructure Construction and Business Investment Project is developed by Kinhbac City Development Holding Corporation, the project investor. At present, units and localities are focusing on site clearance, having surveyed and inventoried more than 263.8 ha and approved compensation plans for about 100 ha, with total compensation payments reaching VND 419 billion. However, implementation still faces difficulties, as some households have not agreed to the compensation plans and some households that have received payment have not yet relocated their houses, affecting the project's construction progress.
Regarding the resettlement projects serving Phu Binh Industrial Park, these include: the Huong Son Resettlement Area (Phase 1), covering 5.36 ha with 410 resettlement land plots, which has completed compensation and site clearance and is now undergoing infrastructure construction, largely meeting the conditions for allocating resettlement land to households in Kha Son and Phu Binh communes; and the Tan Hoa 1 and Tan Hoa 2 Resettlement Areas, developed by the Tan Thanh Commune People's Committee as investor, which are currently undergoing declaration, inventory, and the preparation and approval of compensation, support, and resettlement plans.
Delegates discussing at the working session
At the working session, delegates focused on discussing and clarifying the difficulties and obstacles in carrying out site clearance, the progress of the resettlement areas, and the acceleration of compensation and support plans for households, while also proposing solutions to speed up project implementation and hand over sites to the investor at an early date.
Vice Chairman of the Provincial People's Committee Tran Van Hau delivers directive remarks
Delivering directive remarks, Vice Chairman of the Provincial People's Committee Tran Van Hau emphasized that Phu Binh Industrial Park is a project of major significance in attracting investment and driving the province's socio-economic development. Therefore, units and localities need to identify site clearance as a key task and focus intensively on carrying it out in a coordinated, resolute, and effective manner. He requested that localities continue to step up communication and mobilization efforts so that residents clearly understand the significance and benefits of the project and build consensus during implementation, and swiftly complete site clearance for agricultural land areas and hand it over to the investor at an early date for infrastructure construction. For cases that remain unresolved, dialogue should be strengthened and issues resolved promptly in accordance with the law.
The Vice Chairman of the Provincial People's Committee also required departments, sectors, and localities to strengthen coordination and proactively resolve difficulties arising during implementation, and required the investor to allocate sufficient resources and coordinate closely with localities in order to organize construction as soon as clean sites are available. For the resettlement projects, compensation, site clearance, and technical infrastructure investment should be accelerated to ensure conditions for the timely resettlement of households, contributing to meeting the progress requirements of Phu Binh Industrial Park.
