Implementing the model “Friendly Government, People promoting mastery” in 2026
On March 17, 2026, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, signed to issue Plan No. 100/KH-UBND on implementing the model "Friendly Government, People promoting mastery" in 2026 at 100% of communes and wards in the province.

The Plan aims to effectively implement the Law on Grassroots Democracy and the central and provincial guidelines on mass mobilization, while creating strong improvements in building a service-oriented, friendly, modern and people-centered administration. It also contributes to strengthening public trust in the Party and the State and improving key indices such as the Satisfaction Index of Public Administrative Services (SIPAS), the Public Administration Reform Index (PAR INDEX) and the Provincial Governance and Public Administration Performance Index (PAPI).
According to the Plan, localities will focus on several key tasks, including: promoting communication and the implementation of grassroots democracy; strictly and effectively carrying out regulations on dialogue with the people, citizen reception and the settlement of complaints and denunciations; strengthening administrative discipline and order; and improving the capacity, qualifications, responsibility and public service spirit of officials and civil servants. At the same time, strict adherence to public service culture will be ensured, following the motto “4 courtesies, 4 always, 5 awarenesses, 4 demonstrations”.

Communes and wards will also prioritize improving the quality of administrative procedure handling under the “one-stop-shop” and “interconnected one-stop-shop” mechanisms, ensuring transparency, compliance with regulations and maximum convenience for citizens and businesses, while preventing the occurrence of causing trouble and harassment.
In addition, the model encourages enhanced people-oriented activities such as visits, outreach, encouragement and sharing with citizens; sending thank-you and apology letters during the handling of administrative procedures; organizing direct dialogues between heads of local authorities and citizens; and promoting community supervision through People’s Inspection Boards and Community Investment Supervision Boards.

In particular, the Plan emphasizes promoting the people’s right to mastery through participation in discussing, deciding and supervising local issues; enhancing transparency and public disclosure of information; and applying digital technology to enable citizens to easily access information, provide feedback and monitor government activities.
The Provincial People’s Committee requires that the implementation of the model be carried out seriously, synchronously and effectively, with close coordination among all levels and sectors and active participation from the people, thereby contributing to building a clean, strong grassroots government that better serves the needs of citizens.
