Thai Nguyen promotes administrative reform and enhances the efficiency of the "one-stop" mechanism
In the first quarter of 2026, administrative reform (AR) work throughout Thai Nguyen province has continued to be implemented in a synchronized and vigorous manner, yielding many positive results, particularly in the reform of administrative procedures (AP) and the effective operation of the "one-stop" and "interconnected one-stop" mechanisms, thereby contributing to improving the quality of services rendered to citizens and businesses.

From the very beginning of the year, the Provincial People's Committee issued and organized the implementation of the Administrative Reform Programme for the 2026–2030 period, and concurrently developed the 2026 AR Plan comprising 23 key tasks. In the first quarter, the province completed 5 important tasks, including the development of plans for AR communication and inspection, the deployment of the "Friendly Government" model, and the launch of emulation movements across the entire system. Direction and administration have been carried out vigorously, linked to specific inspection and evaluation activities. The province organized a self-assessment of the 2025 AR Index, and simultaneously conducted evaluation and ranking of AR performance for 13 departments and agencies and 92 communes and wards. A particularly notable highlight has been the reform of administrative procedures in conjunction with digital transformation.

In the first quarter, the province published 1,646 administrative procedures, of which 804 were newly introduced while 842 outdated procedures were abolished. These procedures have been updated and publicly disclosed in full on the National Public Services Portal and the province's information systems, facilitating access and implementation by citizens and businesses. The "one-stop" and "interconnected one-stop" mechanisms have continued to demonstrate clear effectiveness. Across the province, over 219,000 administrative procedure dossiers were received, of which nearly 193,500 were submitted online. The on-time dossier resolution rate reached 99.86%, reflecting a marked improvement in the pace and quality of case processing. Of particular note, evaluation results on the National Public Services Portal show that Thai Nguyen achieved a score of 95.98 out of 100, ranking 4th out of 34 provinces and cities in terms of service quality for citizens and businesses. Criteria such as transparency, processing timeliness, and satisfaction levels all achieved high scores, reflecting the province's efforts to improve the administrative environment. Concurrently, the province has continued to promote the application of information technology and the development of digital government. The rate of online dossier submission reached 95.9%, while the digitization rate for dossiers and procedural outcomes reached nearly 90%. The document management system, official electronic mail, and data integration platforms have operated stably, effectively supporting direction and administration.

In the coming time, Thai Nguyen province is committed to continuing to advance administrative reform in a comprehensive, synchronized, and substantive manner. The focus will be on improving AR index scores and citizen satisfaction ratings; strengthening civil service inspection and tightening administrative discipline and order. The province will also concentrate on reviewing and simplifying administrative procedures, promoting decentralization and delegation of authority in conjunction with power control; continuing to refine the "one-stop" mechanism and enhance the quality of online public services, thereby creating maximum convenience for citizens and businesses. In parallel, the restructuring of the organizational apparatus and the realignment of cadres and civil servants according to job positions will be vigorously implemented, alongside strengthened training and professional capacity development for civil servants. Of particular significance, Thai Nguyen will continue to promote digital transformation and the development of digital government in accordance with the Central Party's resolutions and the province's plans, working toward a modern, transparent, and efficient public administration that better serves the needs of citizens and the business community. With synchronized solutions and a high level of determination, Thai Nguyen province's administrative reform work in 2026 is expected to continue yielding positive developments, contributing to the promotion of sustainable socio-economic development.
