Through field surveys and working sessions with localities, the Standing Board of the Provincial Party Committee assessed: following the administrative unit restructuring, the Party committees and authorities of the communes have made efforts to stabilize the organizational apparatus, ensure smooth operations, and maintain national defense, security, and social order and safety. However, the communes in the area of the former Na Ri district are all highland areas with fragmented terrain, scattered population, and limited transport infrastructure; their economies rely mainly on small-scale agricultural and forestry production, and the rate of poor and near-poor households remains high. In addition, facilities and essential infrastructure in many localities remain inadequate and degraded, affecting the implementation of socio-economic development tasks.
Nevertheless, the Na Ri area still has considerable room for development, with strengths in forestry economy, medicinal plants, fruit trees, tobacco material areas, and distinctive agricultural products. Some products, such as arrowroot vermicelli and other processed products from local agricultural produce, have gradually established their brands in the market.
Secretary of the Provincial Party Committee Trinh Xuan Truong delivers directive remarks
Delivering directive remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized that the province always pays special attention to the still-disadvantaged northern areas, including the communes of the former Na Ri district. However, along with the province's support, local Party committees and authorities must clearly define their tasks and focus on resolute leadership and direction to create substantive change.
He requested that localities effectively perform the core tasks of protecting forests, preserving water sources, and preserving and promoting the traditional cultural identity of ethnic groups, while also promoting poverty reduction in a sustainable direction. Emphasizing the role of cadres and leaders, he requested that every Party committee and government authority be truly dedicated and wholehearted, stay closely engaged at the grassroots level, “play their role and know their brief”, and become a center of unity that rallies and leads local development.
Regarding the long-term direction, the Secretary of the Provincial Party Committee requested that communes promptly complete planning work, considering it an important foundation for attracting investment, leveraging internal strengths, and effectively tapping available potential and advantages. The focus is on developing agriculture, forestry, medicinal plants, and under-canopy forest economy; strengthening linkages among communes and across the region to form concentrated commodity production zones and large-scale organic material areas, creating conditions to attract deep-processing projects and raise the added value of products.
Along with economic development, localities need to pay special attention to social welfare, particularly health care for the people, improving the quality of education and training, accelerating the elimination of makeshift and dilapidated housing, and resolving to eliminate remaining residential areas without access to the national power grid.
The Secretary of the Provincial Party Committee assigned relevant departments and agencies, based on local recommendations, to promptly advise the province on developing mechanisms, policies, and a list of priority works and projects specifically for the northern area; and to focus investment on developing transport infrastructure, essential infrastructure, and industrial clusters suited to the conditions and advantages of each locality, creating momentum to promote the socio-economic development of the whole region in the coming time.
