Promptly removing obstacles, ensuring the effectiveness of the transport development program for disadvantaged areas
On the afternoon of June 17, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, chaired a meeting to review the implementation progress of the Program to Support Investment, Renovation, and Upgrading of Transport Infrastructure in Disadvantaged and Especially Disadvantaged Communes of Thai Nguyen Province for the 2026-2030 period. Attending the meeting were leadership representatives from a number of provincial departments, boards, agencies, units, and localities.

The Program is being implemented in 34 disadvantaged and especially disadvantaged communes of the province. These are all localities with high poverty rates, harsh natural conditions, fragmented terrain, uncoordinated transport infrastructure, and many narrow, deteriorated roads. The total capital for implementing the Program is VND 1,916.35 billion; of which, the capital allocated for implementation in 2026 is VND 50 billion, to be carried out in 11 communes across the province. The Program is implemented under the “State and People Work Together” mechanism, whereby the State supports construction costs while residents contribute to road foundations, site clearance, and other appropriate resources. The Program's objective is to support the investment, renovation, and upgrading of rural transport infrastructure, ensuring coordinated and uninterrupted transport connectivity; serving production, improving the people's living standards, ensuring national defense and security, and promoting sustainable growth and poverty reduction.

At the meeting, representatives of the leadership of the 11 communes implementing the Program in 2026 - Nghien Loan, Cao Minh, Phuc Loc, Nam Cuong, Yen Thinh, Yen Phong, Nghia Ta, Van Lang, Cuong Loi, Na Ri, and Tan Ky - reported on the Program's implementation status. Accordingly, after the Program was issued, localities proactively carried out communication work and implemented related tasks. To date, the communes have prepared investment policy proposal reports, carried out appraisals, and developed plans for surveys, design, and contractor selection. However, during implementation, some difficulties and limitations remain, such as: mobilizing socialized resources and capital for hamlet-level roads, rising material prices affecting total investment levels, and the volume of cement allocated not yet fully meeting the needs of construction items.

Representatives of relevant departments and agencies also exchanged views, discussed, and addressed the communes' difficulties in implementing the Program.

Delivering directive remarks at the meeting, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the communes' proactiveness in preparing investment policy proposal reports, carrying out appraisals, and allocating capital. He requested that communes actively step up communication efforts to mobilize public support for implementing the Program; promptly carry out the bidding process for cement procurement; and, if difficulties or obstacles arise during implementation, promptly raise and propose them to relevant departments, agencies, and units. The Department of Construction is to plan inspections at the communes and report weekly to the Provincial People's Committee Office. He also noted that localities must fully disburse the capital allocated for 2026 and have a firm grasp of the Provincial People's Committee's regulations and guidance so that the Program can be implemented effectively.
