Major General Nguyen Van Lich, Deputy Commander and Chief of Staff of Military Region 1, delivers the opening remarks at the Conference
In his opening remarks, Major General Nguyen Van Lich, Deputy Commander and Chief of Staff of Military Region 1, emphasized that building and operating defense zones is an important and regular task of Party committees, authorities, and the entire political system. It is intended to build capabilities and an all-people national defense posture closely linked with the people's security posture, creating combined strength to protect localities and the Fatherland. Defense zone exercises are the highest form of training, providing a substantive assessment of leadership, direction, and administration capabilities, as well as the advisory, coordination, and implementation capacity of all levels, sectors, and forces in responding to local defense and security situations.
He asked the Steering Committee, Organizing Committee, and all exercise participants to continue thoroughly implementing central resolutions and conclusions, government decrees on defense zones, and the Military Region Commander's exercise directive; incorporate them into plans; and organize implementation in a serious, practical, and effective manner.
Secretary of the Provincial Party Committee Trinh Xuan Truong, Head of the Provincial Defense Zone Exercise Steering Committee, addresses the Conference
Addressing the Conference, Secretary of the Provincial Party Committee Trinh Xuan Truong, Head of the Provincial Defense Zone Exercise Steering Committee, asked delegates to fully understand the significance, purpose, and importance of the training. Based on the guidance provided, they should proactively study and apply it flexibly and creatively in ways suited to actual conditions and to each agency's or unit's functions, duties, and responsibilities. Agencies and units must proactively prepare exercise content on schedule; conduct full rehearsals and trial exercises involving all content and forces before the official exercise; and ensure they are proactive, proficient, and fully compliant with requirements when the exercise begins.
Scene of the Conference
At the Conference, delegates received training on two topics: the activities of Party committees, authorities, departments, agencies, mass organizations, and local armed forces during a state of national defense, including the organization, preparation, and conduct of defensive operations; and the sequence and content of activities, and the methods by which departments and agencies should prepare exercise documents for the provincial defense zone exercise.
The Conference provided guidance and established a common understanding of the sequence, content, and methods for organizing the exercise, providing a basis for agencies and units to prepare the full set of exercise documents and successfully conduct the 2026 Thai Nguyen Province defense zone exercise.
