The Conference focused on assessing the socioeconomic development and national defense and security situation during the first eight months of 2026, while discussing and clarifying difficulties and obstacles and proposing solutions to promote development in the ATK Dinh Hoa area.

According to reports, the eight communes cover a total area of 513 km² and have a population of more than 107,000, with ethnic minorities accounting for over 73%. The ATK area is rich in historical and cultural traditions, with 183 historical relic sites, 60 of which have been officially ranked; the ATK Dinh Hoa Historical Relic Site is a Special National Relic Site. The local economies rely primarily on agriculture and forestry, with more than 6,000 hectares under cinnamon cultivation. Average income is approximately VND 55 million per person per year, while the poverty rate stands at 2.87%.

However, socioeconomic development in the ATK Dinh Hoa area has yet to match its potential and advantages. Transport connectivity infrastructure remains limited; the cinnamon-growing area lacks a processing plant; and tourism products associated with the system of historical relic sites lack diversity and have limited reach...

At the Conference, delegates proposed that the province study a dedicated mechanism and Scheme to create momentum for coordinated development throughout the area; prioritize investment in interregional transport and connections between relic sites; attract enterprises to invest in cinnamon processing and develop ecotourism and resort tourism; and explore the potential for forest carbon credits and medicinal plants grown under the forest canopy. They also called for investment in infrastructure for schools, healthcare, waste treatment, and digital transformation, along with disaster prevention and control.

Secretary of the Provincial Party Committee Trinh Xuan Truong delivers directive remarks

In his directive remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized that localities in the ATK Dinh Hoa area must make new rural area development a central task throughout the term. They must review unmet criteria under the National Criteria for New Rural Areas for the 2026–2030 period, immediately implement any feasible measures, develop specific roadmaps for resource-intensive tasks, and strive to ensure that all communes meet the criteria under the new regulations by the end of the term.

He asked the localities to select priority tasks capable of producing tangible improvements ahead of the 80th anniversary of the day President Ho Chi Minh, together with the Party Central Committee and the Government, arrived at ATK Dinh Hoa to lead the resistance war against French colonialism. He emphasized that the overriding goal was to improve residents’ material and spiritual well-being and instructed the localities to develop key crops and livestock in ways that increase productivity, quality, and value; prioritize infrastructure projects that improve connectivity, particularly the road from Km 31 to the center of Phu Dinh Commune; ensure electricity and telecommunications services reach all hamlets and villages; and strive to provide clean water to every household. At the same time, the communes must continue improving the quality of healthcare and education; focus investment on key priorities and avoid spreading resources too thinly; and review and resolve remaining housing difficulties, particularly those affecting policy beneficiary families, with the aim of completing this work before the Lunar New Year.

Secretary of the Provincial Party Committee Trinh Xuan Truong also urged the communes to improve the local landscape to make it bright, green, clean, and beautiful while preserving the cultural identity, customs, and traditions of the ATK Dinh Hoa area. These efforts will gradually create a better living environment and a more efficient production base, allowing residents to fully benefit from development achievements commensurate with the stature and traditions of historic ATK Dinh Hoa.
