Scene of the Conference

The Seventh Session (Special session) is scheduled for late September 2026. At the Session, the Provincial People's Council will consider, discuss, and adopt 16 important draft resolutions concerning the organization and administration of local socioeconomic development tasks. In preparation for the Session, the Provincial People's Committee and relevant agencies are responsible for finalizing the dossiers and sending them to the committees of the Provincial People's Council for appraisal as assigned by its Standing Body. The committees will conduct the appraisals, enabling the Standing Body to review and finalize the content, agenda, and preparations for the Session on schedule.

At the Conference, participants further clarified the draft resolution designating Thai Nguyen Provincial People's Committee as the competent authority for the Tam Dao Tunnel Construction Investment Project connecting Thai Nguyen and Phu Tho provinces and the Lang Son-Thai Nguyen Expressway Construction Investment Project. They also discussed two draft resolutions in education and training: one prescribing merit-based scholarship rates for students at specialized high schools, and the other prescribing the principles, criteria, and norms for allocating the state budget to implement the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period, Phase I from 2026 to 2030. Addressing the Conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Bui Van Luong recognized and commended the efforts of the Provincial People's Committee and provincial departments and agencies in preparing all necessary conditions for the 16 items to be submitted to the upcoming special session. He emphasized that, amid increasingly demanding development requirements, holding special sessions more frequently and in greater numbers is an essential measure for making timely decisions on issues arising during the implementation of the province's socioeconomic development tasks. To ensure the quality of the Session, he asked agencies and units to continue coordinating closely in preparing content and appraising reports and proposals to achieve strong consensus and agreement on the items to be submitted
