From FDI attraction to building an industrial ecosystem
The foreign-invested economic sector is entering a new stage, in which the goal is no longer limited to increasing the scale of investment capital but extends to improving its quality, efficiency, and spillover effects across the economy. Resolution No. 10-NQ/TW dated June 8, 2026 of the Politburo marks a comprehensive shift from a focus on attracting investment in quantity to one centered on value creation and sustainable development, with innovation, technology transfer, linkages with domestic enterprises, and stronger national competitiveness at its core. This direction creates numerous opportunities for localities to leverage their advantages, including Thai Nguyen in its role as an industrial center of the northern midland and mountainous region.

Renewing thinking to improve the quality of capital inflows

Over nearly 40 years of Doi Moi (Renewal), the policy of opening up and attracting foreign direct investment (FDI) has delivered major achievements for the economy. Tens of thousands of FDI projects have been implemented and hundreds of billions of U.S. dollars in investment capital mobilized, helping drive industrialization and modernization, expand exports, create jobs, and enhance Vietnam’s international standing.

Despite these achievements, the development model based primarily on attracting capital has also revealed limitations. Some projects remain low in quality, their spillover effects are limited, linkages between FDI and domestic enterprises are not yet strong, and technology transfer and supporting industry development have yet to meet development requirements. Meanwhile, the world is entering a new phase of competition shaped by artificial intelligence, digital transformation, green transformation, and the restructuring of global supply chains. This requires Vietnam to adopt a new approach to the foreign-invested economic sector.

Thai Nguyen consistently placing enterprises at the center of development linkages

Resolution No. 10-NQ/TW was issued in response to this need. Its most notable feature is the shift from a mindset of “attracting foreign investment” to one of “developing the foreign-invested economic sector,” with efficiency, quality, technology, innovation, and spillover effects across the economy serving as benchmarks. This goes hand in hand with shifts from input-based to performance-based incentives; from developing FDI in isolation to fostering a coordinated ecosystem of international capital flows; from investment administration to creating an enabling investment and development environment; and from competition among localities to attract investment to national-level coordination of development. All these shifts pursue the common goal of effectively leveraging international resources together with the country’s internal strengths to build new development capabilities.

Of particular significance, the Resolution places Vietnamese enterprises at the center of development linkages. In the coming period, FDI projects are oriented toward high technology, semiconductors, artificial intelligence, research and development, innovation, digital transformation, and green transformation, while being tied to requirements for technology transfer, workforce training, supporting industry development, and higher localization rates. This provides the foundation for domestic enterprises to participate more deeply in global value chains and gradually strengthen the economy’s competitiveness.

In his directive address at the National Conference to disseminate and implement Resolution No. 10-NQ/TW, Party General Secretary and State President To Lam emphasized the need to build a unified understanding and fundamentally renew thinking on foreign investment. On that basis, he called for continued improvement of institutions to ensure stability, transparency, predictability, and alignment with international practices; a decisive shift from administration to development facilitation, modern governance, and better services for businesses; development of a high-quality workforce; and greater investment in strategic infrastructure and infrastructure for the new economy… He called on the entire political system, the business community, and domestic and foreign investors to demonstrate the highest sense of responsibility, innovation, creativity, and determination to bring the Resolution to life, translating sound policies into quality projects, strong enterprises, new value chains, high-quality jobs, and new capabilities for the country. This is also a practical way to continue writing a new chapter in Vietnam’s renewal, integration, and development, enabling the country to advance rapidly and steadily toward becoming a developed, high-income country by 2045.

Thai Nguyen seizes opportunities arising from the new development mindset

While Resolution No. 10-NQ/TW sets a new development direction for the country, Thai Nguyen is among the localities with favorable conditions for turning that direction into reality.

As the industrial center of the northern midland and mountainous region, Thai Nguyen has become a destination for numerous multinational corporations operating in electronics, high technology, and processing and manufacturing. The FDI sector has consistently played a leading role in the province’s economic development, contributing more than 95% of its industrial production value and export turnover for many consecutive years. In the first eight months of 2026, Thai Nguyen continued to make its mark by attracting more than USD 8 billion in newly registered and additional FDI capital, the highest level ever and the second-highest nationwide (after Ho Chi Minh City). To date, the province has 249 active FDI projects with total registered capital of USD 19.48 billion. These results stem from multiple factors, including the province’s determination to improve the investment environment, advance administrative procedure reform, enhance the quality of business services, prepare cleared land, and develop infrastructure for industrial parks and clusters in a coordinated manner.

At numerous conferences and working sessions with investors, Chairman of the Provincial People’s Committee Vuong Quoc Tuan has affirmed that Thai Nguyen remains steadfast in its goal of building a transparent and favorable investment environment and working alongside enterprises; focuses on infrastructure development, administrative procedure reform, and targeted investment promotion; prioritizes high-tech projects; and creates favorable conditions for investors to expand production and business operations in the province.

A noteworthy highlight is the province’s efforts to establish the Provincial Supporting Industry Enterprise Association, alongside the FDI Enterprise Association (comprising the Korean Enterprise Association in industrial parks and the Chinese Enterprise Association in industrial parks). The objective is to form a closely connected network linking FDI and domestic enterprises, expand opportunities for cooperation, develop supporting industries, and gradually raise localization rates. As enterprises form deeper connections within the same production ecosystem, Vietnamese businesses will have more opportunities to join the supply chains of multinational corporations and strengthen their governance capacity, technological capabilities, and competitiveness.

The spirit of Resolution No. 10-NQ/TW also sets new requirements for Thai Nguyen. In the coming period, investment attraction must become more selective, prioritizing projects that feature advanced technology, use energy efficiently, are environmentally friendly, and include commitments to research and development, technology transfer, and workforce training. This must be accompanied by continued substantial investment in digital infrastructure, logistics, and high-quality workforce training, as well as the creation of a transparent and stable investment environment that inspires long-term investor confidence.

Resolution No. 10-NQ/TW establishes a new approach to developing the foreign-invested economic sector, with the quality, efficiency, and spillover effects of capital flows serving as benchmarks. For Thai Nguyen, where the FDI sector is a driving force for growth, translating the spirit of the Resolution into concrete action will help improve the quality of investment attraction, strengthen linkages between FDI and domestic enterprises, and gradually form a modern industrial ecosystem. This will also provide a foundation for the province to further affirm its position as the industrial center of the northern midland and mountainous region and contribute to the country’s goal of rapid and sustainable development.
