At the Conference, the localities requested that the province promptly allocate public investment capital for the 2026-2030 period and provide specific guidance on decentralization, prescribed levels of support, and procedures for implementing national target programs. They also asked the province to allocate funding for the maintenance and repair of roads formerly managed by the district level and now assigned to the communes.

The communes also proposed investing in and upgrading several interregional roads; supporting surveying, cadastral map revision, land allocation, and forest allocation; developing agriculture and forestry through value chains; and tapping opportunities in carbon credits and Forest Stewardship Council certification. Other proposals included investment in clean water, schools, health stations, and the power grid, as well as accelerated implementation of Binh Trung Industrial Cluster.

Secretary of the Provincial Party Committee Trinh Xuan Truong delivers directives at the Conference

Delivering his directives, Secretary of the Provincial Party Committee Trinh Xuan Truong asked the communes to clearly define their immediate targets to be achieved by April 30, 2027, and their overarching targets for the 2025-2030 term. New rural area development must be a central task, linking production development and higher incomes with improved infrastructure, social welfare, environmental protection, and a better quality of life for the people.

The communes need to review all unmet or weak criteria; quantify the workload; identify resources and priorities; develop specific road maps; leverage their individual strengths; strengthen regional linkages; and strive to meet new rural area standards in 2029.

The Secretary of the Provincial Party Committee also asked the localities to proactively prepare activities for the 80th anniversary of President Ho Chi Minh's arrival at the ATK Dinh Hoa and ATK Cho Don revolutionary bases to lead the resistance war. They should also repair, preserve, and promote the value of six national relics in connection with education in revolutionary traditions and tourism development. The goal is to achieve substantive improvements in the rural landscape, quality of life, and standing of the revolutionary Resistance Safety Zone region, thereby expressing gratitude to earlier generations and local people who sheltered, supported, and assisted the resistance.
