At the Conference, Secretary of the Provincial Party Committee Trinh Xuan Truong presented the guiding viewpoints, new features, key tasks, and implementation requirements of Resolutions Nos. 24-NQ/TW and 25-NQ/TW and Directive No. 07-CT/TW in connection with the province’s political tasks. The consistent message emphasized was that “learning must translate into action, and thorough understanding into implementation,” ensuring that Party policies quickly come to life and produce substantive changes in every Party committee, agency, and unit and in the work of every official and Party member.

Disseminating Resolution No. 24-NQ/TW on promoting the pioneering and exemplary role, innovative spirit, and willingness to think boldly, act boldly, and take responsibility among officials and Party members in the new era, the Secretary of the Provincial Party Committee emphasized that innovation must go hand in hand with discipline; authority with accountability; encouragement with oversight; and protection must be afforded to the right people, for the right actions and motivations, and in accordance with regulations. For Thai Nguyen, implementation of the Resolution must be tied to improving the quality and effectiveness of the administrative apparatus, particularly under the two-tier local government model, while focusing on removing bottlenecks in site clearance, public investment, land, public assets, investment procedures, science and technology, and digital transformation. Tasks must be carried out according to the “six clear principles”: clear person in charge, clear task, clear timeline, clear responsibility, clear deliverable, and clear authority; with outputs, progress, effectiveness, and public and business satisfaction serving as the primary benchmarks for evaluating officials.

Regarding Resolution No. 25-NQ/TW on the Strategy for ideological work in the new context, the Secretary of the Provincial Party Committee presented the motto “Proactive - Astute - Persuasive - Effective” and identified people as the center, officials as the key factor, and public trust as the highest benchmark. Ideological work is a task of the entire Party and the whole political system; Party committees and their heads must directly lead, direct, and assume responsibility. He emphasized that the Provincial Party Standing Committee has developed a Plan to implement Resolution No. 25-NQ/TW with five key tasks and 48 specific tasks, linked to socioeconomic development, Party building, national defense, security, and external affairs for the 2026–2030 period.

Disseminating Directive No. 07-CT/TW on promoting the study and practice of Ho Chi Minh’s thought, morality, methods, and style in the new stage of development, the Secretary of the Provincial Party Committee emphasized that the core requirement is to decisively shift from “studying and following” to “studying and practicing” and to make the study and practice of President Ho Chi Minh’s teachings a regular, voluntary, and practical activity tied to the quality and effectiveness of task performance and public-service outcomes.

Also at the Conference, Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, presented and outlined the implementation of Resolution No. 23-NQ/TW on overseas Vietnamese affairs; Resolution No. 26-NQ/TW on developing Vietnam’s tourism into a spearhead economic sector in the new era; and Resolution No. 27-NQ/TW on regional development and the organization of national development space in the new period.

Regarding Resolution No. 23-NQ/TW, Comrade Nguyen Dang Binh emphasized the need to decisively shift overseas Vietnamese affairs from “mobilizing, uniting, and caring for” to “accompanying, creating mechanisms, and mobilizing resources.” To implement the Resolution, the Provincial Party Standing Committee issued Plan No. 142-KH/TU dated August 25, 2026, focusing on building and updating a database of people from Thai Nguyen living abroad; strengthening connections with experts, intellectuals, scientists, entrepreneurs, and younger generations; and attracting resources for the development of high-tech industry, digital transformation, education, health care, agriculture, tourism, trade, and investment. It also seeks to promote the role of overseas Vietnamese in showcasing the province’s image, culture, people, and signature products.

In presenting Resolution No. 26-NQ/TW, he emphasized the need to develop tourism into a spearhead economic sector and new growth driver, with culture as its foundation, identity and the quality of the visitor experience as competitive advantages, and science and technology, innovation, and digital transformation as driving forces. For Thai Nguyen, implementation of the Resolution should be linked to effectively harnessing the potential of historical, cultural, ecological, community-based, and agricultural tourism; and developing signature products associated with ATK Dinh Hoa Special National Relic Site, Nui Coc Lake, Tan Cuong tea-growing region, tea culture, and OCOP products. This must be accompanied by improvements to infrastructure and the quality of human resources and services; greater digitization of destination information; stronger regional linkages; and efforts to attract investment in green, smart, high-quality tourism products.

Regarding Resolution No. 27-NQ/TW, the core requirement is to shift from the separate development of individual regions to the coordinated organization of national development space, clearly defining the role, position, advantages, and mission of each region and locality. Regional linkage and coordination are identified as a breakthrough, ensuring consistency across planning, investment, infrastructure development, data, and resource allocation. In the organization of national development space, Thai Nguyen is identified as an important locality in the northern midland and mountainous region, with some areas also falling within the northern economic growth zone. The Resolution directs the development of the Thai Nguyen - Phu Tho industrial belt; investment in major provincial urban centers to turn them into regional growth poles; and development of the Thai Nguyen - Cao Bang Expressway and Ring Road No. 5.

Concluding the Conference, Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, requested that immediately after the Conference, Party committees, Party organizations, authorities, the Vietnam Fatherland Front, and sociopolitical organizations continue to disseminate and widely communicate the Politburo’s resolutions and directives; urgently translate them into action programs and plans with clear tasks and responsibilities, focused priorities, roadmaps, and concrete deliverables appropriate to the realities of each locality, agency, and unit; uphold the accountability of agency heads and promote decentralization and delegation of authority; evaluate officials based on their deliverables, progress, and work effectiveness; and resolutely address the avoidance and shifting of responsibility. At the same time, he called for a focus on removing bottlenecks, particularly stalled and delayed projects; unlocking resources and leveraging the province’s potential and advantages in pursuit of double-digit growth; renewing communications; proactively monitoring public opinion; and addressing emerging issues early, before they escalate, and directly at the grassroots level to build social consensus and achieve substantive progress in Party building, socioeconomic development, and improvement of the people’s living standards.
