Thai Nguyen and Hanoi strengthen coordination in mineral management
On the afternoon of September 16, Thai Nguyen Provincial People's Committee and Hanoi People's Committee held a conference on coordination in state management of minerals in areas along the shared administrative boundary between the two localities. Attendees included Nguyen Thi Loan, Member of the Provincial Party Standing Committee and Vice Chairwoman of Thai Nguyen Provincial People's Committee; Bui Duy Cuong, Vice Chairman of Hanoi People's Committee; leaders of departments and sectors of the two localities; and representatives of several businesses in Hanoi.
Scene of the Conference
In recent years, Thai Nguyen and Hanoi have maintained coordination in managing mineral resources in border areas, promptly exchanging information and addressing emerging issues, thereby helping improve the effectiveness and efficiency of state management.
During 2026-2030, Hanoi is implementing many key projects in transport, urban development, technical infrastructure, industrial parks, social housing and public works. Accordingly, demand for embankment fill, leveling soil, stone, sand and other minerals used as construction materials is projected to remain high, with total demand for common construction materials estimated at approximately 180-220 million m³.
While Hanoi has limited mineral resources for construction materials, Thai Nguyen has advantages in supply, especially construction stone, embankment fill and leveling soil. The Province currently has 68 limestone mining areas for construction materials, with reserves of approximately 250 million m³, and 51 mining areas for embankment fill and leveling soil, with reserves of approximately 85 million m³. This represents a potential supply source that can help meet material demand for Hanoi's projects in the coming period.

At the Conference, the two sides exchanged information on the management, exploitation and protection of mineral resources; Hanoi's demand for construction materials and Thai Nguyen's supply capacity in line with planning; and focused discussions on difficulties, obstacles and solutions for controlling mineral extraction, transportation and trading activities.

On that basis, the two localities agreed to sign the Coordination Regulation on state management of minerals in border areas. Coordination will focus on exchanging and providing information; inspection, supervision and situation monitoring; coordinated handling of violations; communication and dissemination of laws; licensing of mineral activities; protection of unexploited mineral resources; and management of sand and gravel in riverbeds and lakebeds in border areas.

Addressing the Conference, Comrade Bui Duy Cuong, Vice Chairman of Hanoi People's Committee, emphasized that Hanoi is implementing approximately 1,400 central- and city-level projects, including many key works, resulting in very high demand for construction materials. Strengthening coordination with Thai Nguyen is important to ensuring material supplies for these projects. He proposed that, in the coming period, the two localities strengthen coordination and regularly exchange information to ensure effective implementation of the Regulation. In addition to the mineral sector, the two localities should continue improving the effectiveness of coordination in irrigation, dikes, flood prevention and control, environmental protection, security and public order, and natural disaster prevention and control.

The Province will also strengthen information exchange with Hanoi and relevant localities on reservoir operations, flood discharge, dike reinforcement and enhanced natural disaster response capacity to ensure the safety of residents in downstream areas. She also proposed that specialized agencies of the two localities promptly translate the Coordination Regulation into specific tasks, designated focal points and clear, regular information-exchange mechanisms; proactively monitor developments and promptly address emerging issues, thereby helping improve the effectiveness of resource management, environmental protection and development linkages between Thai Nguyen and Hanoi.
