Reviewing progress in 15 communes striving to meet new rural area standards in 2026
On the morning of September 16, Comrade Nguyen Thi Loan, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Committee, and Deputy Head of the Provincial Steering Committee for National Target Programs, chaired a conference to assess progress toward the goal of achieving new rural area (NR) standards in 15 communes striving to meet the standards in 2026.

In 2026, 15 communes are striving to meet NR standards: Tan Cuong, Kha Son, La Hien, Tan Thanh, Binh Thanh, Phu Dinh, Vo Tranh, Binh Yen, Phu Xuyen, Dai Tu, Tan Khanh, An Khanh, La Bang, Van Phu, and Diem Thuy. Before the administrative unit reorganization, these localities had already met advanced NR standards or model NR standards. The 2026 drive to meet NR standards aims to further improve performance against the criteria and help shape rural areas in a civilized, modern, and sustainable direction.

According to the report, the communes have established Steering Committees to implement the national target program; issued working regulations; and assigned tasks to each member. Many localities have developed thematic resolutions and plans for communes to meet NR standards in 2026, plans for NR hamlet development associated with smart hamlet models, and plans to prepare supporting documentation showing that the communes meet NR standards. The communes have also assigned departments, units, officials, and civil servants to oversee each indicator and criterion and have initially identified key areas requiring focused implementation going forward.

At the Conference, delegates focused on reviewing each indicator and criterion, assessing implementation results, identifying unmet criteria, the workload remaining, and the implementation schedule. Localities also raised difficulties and obstacles encountered during implementation; submitted recommendations to relevant departments, sectors, and agencies; and agreed on tasks, solutions, an implementation roadmap, and responsibilities for the remainder of 2026.

In her directive remarks, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan emphasized that little time remains and localities need to concentrate their efforts, carry out tasks proactively and decisively, and ensure clear accountability; review each unmet indicator and criterion in detail; and clearly identify the causes, remaining workload, responsible units, and completion deadlines to prevent ambiguity over responsibility or delays. In addition, localities need to fully leverage the role of Party committees, authorities, and the entire political system; proactively remove obstacles; and effectively mobilize and integrate resources to meet the criteria. Implementation must closely follow the plan, with a clearly defined roadmap, regular inspections and monitoring, and prompt handling of emerging issues. Immediately after the Conference, departments and sectors need to step up guidance and support for localities under a “hands-on, step-by-step” approach, especially on issues that remain difficult or problematic.
She emphasized that implementation of the criteria must be substantive, scientific, and effective, avoiding superficial implementation, with every effort made to achieve the 2026 NR development target as planned.
