Sixth Congress of the Provincial Small and Medium Enterprises Association: Autonomy - Solidarity - Action - Innovation
On the morning of September 20, Thai Nguyen Small and Medium Enterprises Association solemnly held its Sixth Congress for the 2026-2031 term under the themes “Green Development - Digital Connectivity” and “Autonomy - Solidarity - Action - Innovation”. The Congress marked an important milestone for the Association to review the results achieved during the 2021-2026 term, strengthen confidence and solidarity, and further harness collective wisdom, resolve, and aspirations for development in the new term.

Attending the Congress were Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Comrade Nguyen Thi Loan, Member of the Provincial Party Standing Committee and Vice Chairwoman of the Provincial People's Committee; Nguyen Van Than, President of Vietnam Association of Small and Medium Enterprises; leaders of Vietnam Chamber of Commerce and Industry; leaders of provincial departments and agencies, and of associations and business organizations in the province; representatives of small and medium enterprise associations from other provinces; and 188 official delegates.

In her opening remarks, Hoang Thi My Huyen, Chairwoman of Thai Nguyen Small and Medium Enterprises Association, emphasized that the Sixth Congress is tasked with comprehensively reviewing the results of the 2021-2026 term, candidly assessing shortcomings and limitations, drawing lessons learned, and setting directions, objectives, tasks, and solutions for the new term. Accordingly, the Association will continue to improve the quality of its operations, accelerate digital transformation and innovation, and strengthen its commitment to supporting members. Under the motto “Autonomy - Solidarity - Action - Innovation”, the Association aims to build a strong organization with substantive and effective operations, serving as a shared home for the business community and a trusted bridge between enterprises and the authorities.

The 2021-2026 term took place amid numerous difficulties and challenges. Economic and market fluctuations, the impacts of the COVID-19 pandemic, and natural disasters and storms significantly affected production and business activities. Against this backdrop, the small and medium enterprise community continued to uphold a spirit of autonomy, solidarity, and creativity, proactively adapt, and strive forward. Closely following the Resolution of the Fifth Congress, the Association gradually translated its objectives into practical activities, effectively serving as a bridge between enterprises and the authorities; providing consultation and legal support and disseminating policies; promoting trade, connecting supply and demand, and expanding markets; and helping enterprises access e-commerce, digital platforms, and social media. Many term targets were met or exceeded. Membership increased from 150 to 300, doubling from the time of the Fifth Congress, with approximately 700 additional members belonging to chapters, member associations, and affiliated organizations. All member enterprises were informed of and briefed on guidelines, policies, and laws; each year, the Association organized or co-organized two conferences or programs providing consultation and support to enterprises, as well as one study visit to domestic business associations. The Association maintained 2-5 dialogues with enterprises each year; 100% of members were supported in accessing and applying digital transformation, and 50% of members participated in e-commerce platforms. The results achieved during the 2021-2026 term not only demonstrate the efforts of the Association and the business community but also provide a foundation for the Association to further build on its internal strengths and effectively achieve its objectives in the new term.

Entering the 2026-2031 term, in response to new requirements arising from development and integration, the Association has identified “Green Development - Digital Connectivity” as its overarching direction, aiming to build a green, digital, and innovative business ecosystem; strengthen connections with domestic and international resources; and enhance the competitiveness and sustainable development of Thai Nguyen enterprises.

Speaking at the Congress, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan acknowledged and commended the Association's achievements during the past term and its positive contributions to the province's socio-economic development. She requested that, in the new term, the Association continue to renew its governance mindset, take science and technology, innovation, and digital transformation as drivers for higher productivity, quality, and competitiveness; truly become a shared home and trusted point of contact for the business community; renew its operating methods; and regularly listen to and understand members' concerns, aspirations, difficulties, and obstacles so they can be promptly reported to competent authorities. She also requested improvements in the quality of legal, governance, financial, digital-transformation, and green-transition support for enterprises; stronger linkages and value-chain connections; greater innovation; and active participation in social welfare activities. She affirmed the province's consistent commitment to supporting enterprises, regarding the business community as an important force for development and emphasizing that the success of enterprises is also the province's success. At the same time, she directed provincial departments, agencies, and localities to continue improving the investment and business environment, focus on removing bottlenecks, and enable small and medium enterprises to develop.

Nguyen Van Than, President of Vietnam Association of Small and Medium Enterprises, requested that Thai Nguyen Small and Medium Enterprises Association focus in the new term on putting the motto “substantive representation - effective connections - elevating enterprises” into practice; proactively contribute to the development of mechanisms and policies, propose initiatives to remove bottlenecks, and promote the development of small and medium enterprises and supply chains. The Association should strengthen its role in connecting the authorities with enterprises; establish a mechanism to receive and classify requests and recommendations from small and medium enterprises and propose ways to address them; strengthen linkages between small and medium enterprises and both large companies and foreign-invested enterprises; support household businesses in converting into enterprises; and advance science and technology, innovation, and digital transformation. In addition, the Association should quickly improve and expand the TASME Trade and Investment Promotion application, thereby strengthening connections and helping members expand their markets; guide members to comply with the law, build corporate reputation and standing, and contribute to protecting the national brand.

The Congress elected the 66-member Sixth-term Executive Committee of Thai Nguyen Small and Medium Enterprises Association for the 2026-2031 term, along with a 27-member Standing Committee, a 9-member Standing Board, and a 3-member Inspection Committee. Hoang Thi My Huyen was elected Chairwoman of the Association.

On this occasion, Chairman of Thai Nguyen Provincial People's Committee presented Certificates of Commendation to six individuals with outstanding achievements in business activities that contributed to Thai Nguyen Province's socio-economic development during the 2021-2026 period. In addition, Vietnam Association of Small and Medium Enterprises and Vietnam Chamber of Commerce and Industry presented the Commemorative Medal “For the Development of Vietnamese Enterprises” to four individuals, and Certificates of Commendation to Thai Nguyen Small and Medium Enterprises Association and 29 individual recipients from the Association.

Under the motto “Autonomy - Solidarity - Action - Innovation”, Thai Nguyen Small and Medium Enterprises Association aims to continue renewing its operating methods, improve the effectiveness of its representation, connections, and member support, and work with the business community through a new stage of development.
