Second session of the Steering Committee on innovation in legal construction and enforcement of Thai Nguyen Province
On the afternoon of May 25, Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee on Innovation in Legal Construction and Enforcement of the Province, chaired the Second Session of the Steering Committee to give opinions on the draft report analyzing and forecasting the situation of legal construction and enforcement in the province for the 2026–2031 period.

Attending the session were members of the Provincial Party Standing Committee; leadership of the Provincial National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee, and members of the Steering Committee.
According to the draft report, legal construction and enforcement work in the province has yielded many positive results in recent times. From 2015 until the administrative unit reorganization, Thai Nguyen Province had issued 691 provincial-level normative legal documents; Bac Kan Province had issued 669 documents. Following the reorganization, Thai Nguyen Province continued to review, process, and issue 137 documents to ensure alignment with the two-tier local government model and practical development requirements.
Many mechanisms and policies, once issued, have quickly taken effect and demonstrated clear practical impact. Policies supporting education, social welfare, enterprise development, infrastructure development, and investment environment improvement have been implemented in a synchronized and practical manner, contributing to driving socio-economic development and improving the quality of life of the people.

In addition, the enforcement of laws, administrative reform, and official conduct inspection have been strengthened. The province maintains effective operations of the Public Administration Service Centers and one-stop-shop units at all levels; actively promotes information technology applications and improves service quality for citizens and enterprises. Inspection and official conduct monitoring have been regularly carried out, contributing to tightening administrative discipline.
At the session, delegates focused on discussing and providing comments on the content and structure of the draft report; assessing the current state of legal construction and enforcement in the province; and proposing solutions to improve the quality of institution-building and the effectiveness of law enforcement to meet the province's development requirements for the 2026–2031 period.

In his concluding remarks at the session, Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, requested that the Department of Justice — as the drafting agency — fully incorporate all comments, continue reviewing and supplementing data, conduct a practically-grounded assessment, clarify forecasts and priority solution clusters to improve the quality of legal construction and enforcement in the province in the coming time. He also requested that members of the Steering Committee and provincial departments and agencies continue to submit comments for finalizing the report by May 27, for consolidation. On that basis, the Department of Justice is to finalize the report by May 29 for submission to the Standing Board of the Steering Committee for consideration.
