Providing input on development of local clean water quality standard
On May 27, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, chaired a meeting to provide input on the development of the Local Clean Water Quality Standard for Domestic Use in 2026 (the Standard). Leaders of relevant departments and agencies attended the meeting.
Scene of the meeting
According to a report by the Department of Health, the province currently has 16 centralized water supply facilities with a designed capacity of 1,000 cubic meters per day or more, supplying domestic water to over 106,000 households in a number of communes and wards, along with approximately 60 sustainable water supply facilities with a capacity of less than 1,000 cubic meters per day. Prior to July 1, 2025, the management, inspection, monitoring and certification of water quality at water supply establishments in the province was carried out in accordance with Circular No. 41/2018/TT-BYT dated December 14, 2018 of the Ministry of Health. However, from July 1, 2025, Circular No. 52/2024/TT-BYT came into effect to replace Circular No. 41, rendering the existing local standards no longer conforming with the new requirements.
The development of the Local Standard aims to specify the clean water quality parameters in accordance with Circular No. 52 of the Ministry of Health, ensuring compatibility with actual conditions, water source characteristics, socioeconomic conditions and the requirements for managing the quality of clean water used for domestic purposes in the province.

The Standard is expected to apply to water supply units, water users; units and households that extract and use water independently; state management agencies responsible for inspecting, auditing and monitoring clean water quality, or health agencies assigned to conduct external audits, inspections and monitoring; as well as testing laboratories and organizations certifying water quality parameters.
At the meeting, delegates focused on discussing the necessity of issuing the Standard, the legal basis for drafting the document and the resources required for implementation, while also proposing that water samples must be representative and fully reflect the quality of water sources across different areas of the province.

In his directive remarks, Vice Chairman of the Provincial People's Committee Nong Quang Nhat assigned the Department of Health to take the lead in drafting the normative legal decision on the Standard, ensuring full compliance with the proper sequence and procedures set out under the Law on Standards and Technical Regulations and related guidance documents, while carefully studying the implementation steps in accordance with guidance circulars from the Ministry of Health and the Ministry of Science and Technology and thoroughly incorporating the inputs of departments and agencies in order to finalize the draft document and strive to issue the decision ahead of the deadline. He noted that water sampling must be representative of all regions and areas within the province. He also requested relevant departments and agencies to strengthen coordination with the Department of Health during the drafting process, proactively carry out appraisals and allocate funding for implementation, thereby ensuring the Standard is issued on time, with high quality and effectiveness.
