Ministry of Education and Training inspection team works with Thai Nguyen Province on organizing 2026 High School Graduation Examination
On the morning of May 27, the Inspection Delegation of the Ministry of Education and Training and the National-Level Examination Steering Committee for the 2026 High School Graduation Examination, led by Comrade Nguyen Thi Quyen Thanh, Deputy Minister of Education and Training, held a working session with Thai Nguyen Province's High School Graduation Examination Steering Committee on preparations for organizing the 2026 Examination. Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee and Head of the Provincial High School Graduation Examination Steering Committee, received the Delegation and participated in the working session, accompanied by the members of the Steering Committee.

The year 2026 marks the first time Thai Nguyen Province organizes the High School Graduation Examination following the administrative boundary merger and the implementation of the two-tier local government model. The Examination is larger in scale and broader in geographic scope, placing high demands on management, coordination and safety assurance.

According to the report of the Provincial Steering Committee, the province has 22,735 registered candidates, an increase of more than 400 compared to the previous year; 47 examination venues with 995 examination rooms have been arranged and over 4,100 officials, teachers and staff have been mobilized to serve the Examination.
To proactively respond to any emerging situations, particularly the risk of natural disasters and high-tech fraud, the province has developed a comprehensive set of response plans. A review found that 44 out of 47 examination venues are at risk of being affected in the event of heavy rain or flash floods. Local authorities have therefore proactively devised plans to ensure transportation, provide pick-up and drop-off support and arrange accommodation for candidates residing far from the examination venues. In addition, measures to ensure examination paper confidentiality, security and safety have been tightened at every stage. The examination paper printing and duplication area is organized according to a 3-independent-ring model; the surveillance camera system operates 24 hours a day; and the transportation of examination papers and answer sheets is carried out using specialized vehicles with continuous police escort. All examination venues have completed inspections of their facilities and have fully prepared examination rooms, backup rooms, backup power systems, medical rooms, fire prevention and fighting plans and storage areas for candidates' personal belongings in accordance with regulations.
To help students familiarize themselves with the examination format and examination procedures, the Department of Education and Training also organized two province-wide mock examination rounds, while conducting professional training for examination supervisors and graders to minimize errors during the Examination.

Speaking at the inspection, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee and Head of the Provincial Examination Steering Committee, emphasized that Thai Nguyen Province has always clearly defined its responsibilities in organizing the High School Graduation Examination. The province established the Examination Steering Committee early, assigned specific tasks to each member and issued all relevant directive documents. Departments, agencies and localities have each developed contingency plans within their areas of responsibility. He affirmed that public communications have received particular attention — not only directed at candidates and examination supervisors but also aimed at the broader public to raise awareness and responsibility in complying with examination regulations, prevent information leakage and guard against violations. Members of the Provincial Examination Steering Committee are actively engaged with the determination to organize a safe, rigorous and fully compliant Examination.

Deputy Minister of Education and Training Nguyen Thi Quyen Thanh commended Thai Nguyen Province's proactive and responsible approach to preparations for the 2026 High School Graduation Examination. The province has closely followed the Ministry of Education and Training's directive documents and implemented its tasks in a comprehensive manner, with the goal of organizing a safe, fair, rigorous and objective Examination, while also introducing multiple review and knowledge-consolidation solutions aimed at improving educational quality.
The Deputy Minister of Education and Training requested the province to continue thoroughly reviewing all documents and organizational plans, ensure absolute safety at every stage of the Examination — particularly in the printing, transportation and delivery of examination papers to remote examination venues — and strictly apply the “3 independent rings” security principle, clearly identifying the responsible persons, tasks and responsibilities at each stage so that every examination venue truly functions as a “safe link in the chain.”
The Deputy Minister also urged the province to place special emphasis on professional training for examination supervisors and graders, ensuring that 100 percent of examination staff receive comprehensive training on examination regulations so as to eliminate avoidable errors. At the same time, the province should continue to intensify communications through mass media and within educational institutions to help students, teachers and parents fully understand new aspects of the Examination, build social consensus and minimize regrettable violations.
Regarding the 44 examination venues at risk of being affected in the event of heavy rain or natural disasters, the Deputy Minister required the province to develop specific plans, proactively prepare response scenarios and mobilize support forces to assist candidates so that no student is left behind; all contingency plans should be fully prepared to ensure the 2026 High School Graduation Examination proceeds safely, rigorously, objectively and in full compliance with regulations.
