Thai Nguyen issues Regulations on management of external information activities in the province
On May 30, 2026, Comrade Duong Van Luong, Permanent Vice Chairman of the Provincial People's Committee, signed Decision No. 35/2026/QD-UBND on promulgating the Regulations on management of external information activities in Thai Nguyen Province. The Regulations aim to strengthen the effectiveness and efficiency of state management, improve the quality of external information work, promote the local image, and meet development requirements in the context of digital transformation and increasingly deep international integration.

The Decision will take effect on July 1, 2026, replacing Decision No. 07/2024/QD-UBND dated April 22, 2024, issued by Thai Nguyen Province People's Committee on the Regulations governing external information activities in the province.
The Regulations define the scope of management of external information activities in the province and clarify the responsibilities of agencies, units and localities in organizing the implementation of external information tasks. The subjects of application include agencies, units, localities, organizations and individuals involved in external information activities within the province.
One notable feature of the Regulations is the emphasis on implementing external information work in a proactive, comprehensive, regular and focused manner, while ensuring close coordination between domestic and external communications. At the same time, the Regulations strengthen the responsibilities of organizations and individuals in providing and sharing information in the online environment, thereby enhancing public awareness, attracting investment and promoting the image of Thai Nguyen.
The Regulations also require information to be accurate and timely, in accordance with the Party's, the State's and the province's external communication orientations. The provision, publication and dissemination of false information, distorted content, or information infringing upon the honor and dignity of organizations and individuals are strictly prohibited. For external information activities conducted in cyberspace, on digital platforms and social media, information provision must ensure information security, cybersecurity, source verification and effective prevention of the spread of fake news and misinformation.

According to the Regulations, the province's external information activities comprise three main groups of content: Providing official information about Thai Nguyen Province; promoting the image, potential and strengths of the locality; and providing information on world developments to support management, administration and socio-economic development. These activities are carried out through various forms, including official spokesperson activities, external affairs activities, the Electronic Information Portal, publications, press products, multi-platform media products and official information channels in the digital environment.
Notably, the Regulations devote considerable attention to digital transformation in external information activities. Departments, sectors and localities are assigned to develop, update and share external information data in both Vietnamese and foreign languages; promote the application of digital technologies; build shared databases; and develop multimedia communication products to enhance the effectiveness of promoting the province's image to the international community.

The Regulations clearly define the responsibilities of agencies and units in management and implementation. Accordingly, the Department of Culture, Sports and Tourism serves as the lead agency advising Provincial People's Committee on external information activities; coordinating with relevant agencies to provide guidance, conduct inspections and evaluate implementation effectiveness; organizing training and professional development activities; and providing information to press agencies. Office of Provincial People's Committee acts as the focal point for coordinating external information activities abroad. The Provincial Police is responsible for ensuring information security and safety and combating activities that exploit external information work to undermine or negatively affect the province.
