On July 9, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan signed and issued Official Letter No. 8498/UBND-CNN&XD on proactively responding to heavy rain, floods, flooding, flash floods, landslides, whirlwinds, lightning, and hail.

According to bulletins from National Center for Hydro-Meteorological Forecasting and Thai Nguyen Provincial Hydro-Meteorological Station, due to the influence of a low-pressure trough with its axis crossing the northern mountainous region combined with upper-level wind convergence, from the evening of July 8 to the evening of July 10, Thai Nguyen Province will experience moderate to heavy rain and thunderstorms, with locally very heavy rain in some areas, with rainfall generally ranging from 40-120 mm, and over 200 mm in some places.
Implementing Official Letter No. 29/BCD-BNNMT dated July 8, 2026 of National Civil Defense Steering Committee on proactively responding to heavy rain, floods, flooding, flash floods, landslides, whirlwinds, lightning, and hail, the Provincial People's Committee requires departments, boards, sectors, and localities to focus on the coordinated implementation of solutions to proactively prevent and effectively respond to, and minimize damage caused by, natural disasters.

Functional forces mobilizing machinery and vehicles to swiftly address the incident and clear the traffic route in the affected areas, ensuring traffic is initially restored to serve the travel needs of the people in Yen Phong Commune

Accordingly, the Chairpersons of commune and ward People's Committees are to closely monitor weather and natural disaster developments; organize timely information and warnings to the people; direct on-the-spot disaster prevention and response task forces to proactively review and inspect areas at risk of flooding, flash floods, and landslides; prepare evacuation and relocation plans to move people and property out of dangerous areas when necessary, ensuring the safety of the People's lives; inspect, review, and clear waterways in areas at risk of waterlogging; and deploy forces and vehicles under the “four on-the-spot” motto to respond promptly and support the People in overcoming the consequences of natural disasters (if any).
In addition, localities are to organize guard, control, support, and guidance forces to ensure traffic safety for people and vehicles, especially at low-water crossings, spillways, deeply flooded areas, areas with fast-flowing water, and areas where landslides have occurred or are at risk of occurring; resolutely prohibit people and vehicles from passing through where safety cannot be ensured; prevent regrettable loss of life due to carelessness or complacency; and at the same time deploy forces, supplies, and vehicles to address incidents and ensure smooth traffic on main traffic routes during heavy rain.
Regarding the Department of Agriculture and Environment, the Provincial People's Committee assigns it to strictly maintain duty shifts; closely monitor weather and natural disaster developments; coordinate with hydro-meteorological agencies to update and promptly provide information on heavy rain, floods, flooding, flash floods, landslides, whirlwinds, lightning, and hail so that localities, agencies, units, and the people can proactively take precautions; take the lead and coordinate with departments, agencies, and localities to inspect and urge disaster response work; and consolidate the situation to advise the Chairman of the Provincial People's Committee on the timely direction and handling of emerging situations.
At the same time, the Department of Agriculture and Environment directs Thai Nguyen Water Resource Exploitation One Member Company Limited, Bac Kan Irrigation Works Management and Exploitation One Member Company Limited, and the commune and ward People's Committees to inspect, review, and implement measures to ensure the safety of reservoirs and downstream areas, especially small reservoirs and vulnerable reservoirs; and deploy standby forces to operate regulation and be ready to handle situations that may arise.

Functional forces installing warning signs in areas at risk of landslides and flooding, advising people not to pass through to ensure safety

The Provincial Military Command is assigned to coordinate with the Department of Agriculture and Environment and relevant agencies and units to closely monitor developments, proactively review response scenarios, and stand ready to coordinate and mobilize forces and vehicles to support localities in responding to heavy rain, floods, flooding, flash floods, landslides, whirlwinds, lightning, and hail upon request.
The Department of Industry and Trade directs the inspection, review, and implementation of measures to ensure the safety of mineral mining tunnels and shafts, reservoirs, and downstream areas, especially small hydropower reservoirs and vulnerable reservoirs; and deploys standby forces to operate regulation and be ready to handle situations that may arise.
Thai Nguyen Provincial Hydro-Meteorological Station is to step up monitoring of weather and natural disaster developments and forecast the types of natural disasters that may occur in the area; promptly provide forecast and warning bulletins to relevant units to serve effective direction, prevention, and response work; and be legally responsible for the accuracy of the forecast and warning bulletins.
In addition, Thai Nguyen Newspaper and Radio-Television is to increase broadcast time and promptly report on weather and natural disaster developments, forecast and warning bulletins, and the direction and response work of all levels and sectors; and guide people on skills to prevent and respond to heavy rain, floods, flooding, flash floods, landslides, whirlwinds, lightning, and hail in order to minimize damage.
For the province's departments, boards, and sectors, the Provincial People's Committee requires that, according to their assigned functions and duties, they proactively coordinate with the commune and ward People's Committees to implement measures to prevent, respond to, and overcome the consequences of natural disasters; prepare forces, vehicles, and supplies to promptly handle situations that arise; and strictly maintain duty shifts and fully comply with the information and reporting regime as prescribed.
