On July 10, Thai Nguyen Provincial People's Committee held a conference to review progress on land use fee collection in 2026, one of the important revenue sources of the local budget. Comrade Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the conference. The conference was attended by Comrade Nguyen Thi Loan, Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Committee; representatives of departments, boards, and sectors, 19 communes and wards assigned large land use fee collection targets, and investors.

According to a report by the Department of Finance, as of the end of July 8, 2026, total state budget revenue in the province reached VND 15,788 billion, equal to 59.5% of the target assigned by the Prime Minister and 58.7% of the target assigned by the Provincial People's Council. Of this, domestic revenue reached VND 13,201 billion, equal to 55.9% of the Prime Minister's target and 55.2% of the Provincial People's Council's target; land use fee collection alone reached VND 2,578 billion, equal to 46.9% of the Prime Minister's target and 44.4% of the Provincial People's Council's target.
In 2026, the province was assigned a land use fee collection target of VND 5,500 billion, while setting a goal to exceed VND 10,646 billion. Thus, compared with the plan, the province needs to collect an additional VND 8,000 billion from this source in the remaining months of the year, a considerable figure given that many projects are currently facing difficulties and obstacles.
For the 19 communes and wards reviewed at the conference alone, the 2026 land use fee collection plan is VND 9,307 billion, but localities have so far only collected VND 2,057 billion.

Regarding the progress of compensation, support, and resettlement work for projects generating land use fee revenue, the whole province has 49 projects undergoing site clearance in 23 communes and wards. To date, the total declared area has reached 694.18 hectares, while the area with approved compensation and support plans has reached 407.56 hectares. Localities have paid VND 1,628.6 billion to clear 379.13 hectares; land recovery decisions have been issued for 368.32 hectares, of which 128.8 hectares of marketable land are eligible and have been allocated.

At the conference, delegates focused on analyzing difficulties and obstacles in land use fee collection, with priority given to the 19 communes and wards with numerous projects and large assigned collection targets; they also reviewed the progress of revenue-generating projects, especially in compensation, site clearance, resettlement, land allocation, land lease, and land price determination. According to opinions raised at the conference, many projects remain behind schedule due to obstacles in site clearance, legal procedures, and land price determination, directly affecting the pace of budget revenue collection from land. On that basis, delegates proposed solutions to remove difficulties, speed up project implementation, and strive to fulfill the 2026 land use fee collection target.

Delivering directive remarks, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized the province's determination to fulfill its 2026 growth and budget revenue targets, especially the land use fee collection target. He requested departments, sectors, localities, and investors to work together to remove difficulties and speed up project implementation. Investors still owing land use fees must fulfill their financial obligations by August 10, 2026 at the latest, while urgently completing documentation, clearing sites, and implementing their projects. The Department of Finance is to take the lead in reviewing all projects, classifying them specifically by implementation progress, financial obligations, and feasibility to advise on appropriate solutions. Localities are responsible for reviewing and proposing extensions for eligible projects, or resolutely terminating projects of investors that fail to cooperate or fail to meet capacity requirements under regulations.
The Chairman of the Provincial People's Committee also requested that communes and wards work directly with investors to develop detailed implementation schedules for each project, and proactively coordinate to remove obstacles related to compensation, site clearance, resettlement, and planning adjustments. For projects still constrained by planning issues, planning adjustments and approval of compensation plans should be carried out in parallel to shorten implementation time. Resettlement work must be prioritized toward on-site resettlement; at the same time, localities need to actively mobilize residents to agree to temporary accommodation, helping speed up project progress and fulfill the 2026 land use fee collection target.
