On the morning of July 1, in Hanoi, the Politburo held a national conference to review one year of operating the overall political system organizational model and the three-tier government model. General Secretary and President To Lam chaired the Conference.

Attending the Conference at the Thai Nguyen Province online venue were: Lieutenant General La Cong Phuong, Member of the Party Central Executive Committee, Political Commissar of Military Region 1; Trinh Xuan Truong, Member of the Party Central Executive Committee, Secretary of the Provincial Party Committee; Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Board of the Provincial Party Committee and the Provincial Party Standing Committee; leaders of the Provincial Delegation of National Assembly Deputies, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee; and leaders of departments, boards, and sectors. Thai Nguyen Province had more than 6,800 delegates attending at 95 online venues across the province.
After one year of operating the overall political system organizational model and the three-tier government model, the entire system has completed a very large volume of work within a short period. Political stability has basically been maintained, and the organizational apparatus of agencies within the political system has operated continuously and smoothly, without any power vacuum or disruption in serving residents and businesses.
Institutions have been improved step by step, and the reorganization and streamlining of the organizational apparatus, along with the renewal of operating methods, has been vigorously carried out. Nationwide, the number of provinces and cities has been reorganized and reduced from 63 to 34; 696 district-level administrative units have ceased operation; and commune-level administrative units have been streamlined from 10,035 to 3,321. Localities are currently reorganizing hamlets and residential groups, with the number expected to be reduced to 48,678 units.

Ministries, sectors, and localities have stepped up administrative reform and digital transformation, effectively managed and utilized public assets, and unlocked land resources; and proactively balanced budgets and resources to ensure the implementation of decentralization and delegation of authority tasks. In 2025, the country exceeded 15 out of 15 targets and met or exceeded 22 out of 26 key socio-economic targets for the entire 2021-2025 period, maintaining macroeconomic stability and social security, with the lives of the People continuously improving.
However, the implementation process still has certain limitations. The system of legal normative documents needs further review, amendment, and supplementation to create a more complete legal framework for the smooth and effective operation of the three-tier government model. The apparatus and quality of the cadre workforce remain uneven. Financial, budget, and public investment management in some communes and wards has yet to keep pace with requirements, and progress in handling and effectively utilizing surplus offices and public assets remains slow...
The Conference recorded numerous presentations and discussions clearly reflecting the results of one year of operation, providing an important basis for continuing to renew governance methods, remove bottlenecks, and make the three-tier government model operate ever more effectively, meeting the country's development requirements in the new period.
Delivering directive remarks at the Conference, General Secretary and President To Lam acknowledged and highly appreciated the efforts and determination of party committees, governments, agencies, and units in implementing the overall political system organizational model and the three-tier government model. Affirming that the policy is entirely correct, the General Secretary and President requested that the focus continue to shift from organizational restructuring to improving operational quality, capacity to serve the People, and promoting development.
The General Secretary and President requested that all levels and sectors continue reviewing and improving mechanisms and policies, promptly resolving difficulties and obstacles arising during implementation; step up decentralization and delegation of authority alongside strengthened inspection and supervision; and build a cadre workforce with sufficient qualities and capacity to meet task requirements in the new period. At the same time, he called for promoting the spirit of solidarity, innovation, and creativity to ensure the new organizational model operates smoothly and effectively, contributing to building a modern, service-oriented administration that meets the country's requirements for rapid and sustainable development.
