According to a report by the Department of Agriculture and Environment, the province currently has 49 active limestone quarries producing common construction materials, with a total licensed area of 273 ha. During the 2026-2030 period, total extraction capacity will reach more than 26.5 million m³. In addition, 3 quarries are completing licensing procedures and are expected to begin operation in the fourth quarter of 2026, with a total capacity of about 2 million m³ per year, raising the province’s total extraction reserves to approximately 34.5 million m³.

According to calculations, demand for construction stone in the province during the 2026-2030 period is estimated at about 40.17 million m³. Currently, licensed quarries essentially meet 86% of demand. To ensure supply in the coming time, relevant sectors are guiding enterprises to increase extraction capacity while also organizing auctions for mining rights at 14 limestone quarries, with total expected reserves of 114.26 million m³, adding to the province’s supply of materials for infrastructure development projects.

At the conference, delegates proposed a range of solutions to ensure the supply of materials for construction activities in the province in the coming time, including: accelerating the adjustment and capacity expansion of mines currently in operation; promptly completing licensing procedures for eligible mines; and organizing auctions for mining rights at mines under the master plan, efficiently exploiting resources, and meeting material demand for key projects.

Chairman of the Provincial People’s Committee Vuong Quoc Tuan delivers directive remarks

Delivering directive remarks, Chairman of the Provincial People’s Committee Vuong Quoc Tuan emphasized: Ensuring the supply of construction materials is of great importance to the progress of public investment projects and key works in the province. Therefore, departments, sectors, and localities need to focus on removing difficulties and obstacles in mineral exploitation activities, particularly procedures related to mining licenses, auctions of mining rights, and the adjustment and expansion of mine capacity. Eligible applications should be given priority for processing in a way that shortens processing time and maximizes convenience for enterprises while still ensuring strict compliance with the law.

The Chairman of the Provincial People’s Committee assigned the Department of Agriculture and Environment to take the lead, in coordination with relevant units, in swiftly reviewing and conducting field surveys, and advising the Provincial People’s Committee on solutions to ensure the supply of construction materials in the coming time; and at the same time to conduct a comprehensive review of mines currently in operation, assess supply capacity, demand, and the potential to increase capacity, in order to proactively balance the supply of materials for construction investment projects, meeting both public livelihood needs and the needs of other sectors. The allocation of materials must prioritize projects within the province based on the principle of appropriate transport distance, helping to reduce costs, limit environmental pollution, and ensure traffic safety.

He directed that, before August 8, the Department of Agriculture and Environment advise the Provincial People’s Committee on a specific list of mines and material supply targets for each project based on enterprise proposals. The Department of Construction is to publish construction material prices on a monthly basis, ensuring transparency and alignment with market developments. Mineral exploitation enterprises are to proactively coordinate with relevant authorities to complete documentation and accelerate the implementation of procedures as required; and are also responsible for prioritizing the supply of materials for key projects, helping to accelerate construction progress and the disbursement of public investment capital in the province.
