Accelerating the implementation of industrial cluster infrastructure projects
On the morning of July 31, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee, chaired a conference to review the progress of implementing industrial cluster (IC) infrastructure projects in Thai Nguyen Province. The Conference was attended by representatives of relevant departments, boards, sectors, and units.

At the Conference, a representative of the Department of Industry and Trade reported on the progress of implementing infrastructure projects for ICs that have been established but not yet developed, as well as ICs invested from the state budget. Accordingly, the province as a whole has 40 ICs that have been established but have not yet begun investment and construction, with a total area of 1,590 ha; the total registered capital is VND 16,754 billion, and the cumulative capital actually spent on site clearance and infrastructure construction is estimated to reach about VND 6,151 billion as of June 30, 2026. In addition to the ICs that, once established, have focused resources on technical infrastructure construction, 11 ICs have been established but have not yet completed investment preparation and site clearance and do not yet meet the conditions for construction to begin. The main reasons are that investors have not proactively coordinated and have not concentrated resources on implementing the projects according to the schedule approved upon establishment of the ICs, and that residents have not cooperated in the inventory process and have not reached consensus on the land recovery policy and compensation plan.

As for ICs invested from the state budget, the province currently has 3 ICs with a total area of 49.4 ha. However, these ICs are facing a number of difficulties and problems during implementation related to environmental permits and land procedures for secondary projects.

At the Conference, delegates exchanged views, discussed, and clarified the difficulties and problems encountered during implementation, and proposed a range of solutions to accelerate progress and enable the early commencement of technical infrastructure construction for the ICs in line with the approved schedule.

Vice Chairman of the Provincial People's Committee delivers directive remarks

Delivering directive remarks, Comrade Duong Van Luong, Vice Chairman of the Provincial People's Committee, directed departments, boards, sectors, localities, and relevant units to promptly review all IC projects that are behind schedule, clearly identify the causes, and determine the responsibility of each agency, unit, and investor, while strengthening coordination and promptly resolving difficulties and problems arising during implementation. He emphasized that investment in completing the ICs' technical infrastructure must strictly comply with the law, ensure openness and transparency, and harmonize the lawful interests of the State, enterprises, and residents, and that there must be absolutely no loss or waste of budget funds. As for investors, he directed them to strictly and fully implement the contents of the Provincial People's Committee's conclusions, proactively arrange resources, and coordinate closely with functional agencies and local governments to accelerate site clearance, complete investment, environmental, and land procedures, and meet all conditions necessary for construction to begin as soon as possible.
