Delegates voting electronically to adopt the Resolution at the Session

According to the Resolution, the Project starts at a connection with Provincial Road DT.261B in Quan Chu Commune, Thai Nguyen Province, and ends at a connection with National Highway QL.2B in Tam Dao Commune, Phu Tho Province. Its total planned length is 19.65 km. The Tam Dao tunnel works (approximately 2 km long) involve construction of a complete mountain tunnel comprising two tubes, together with associated works such as cross passages, ventilation, fire prevention and firefighting, lighting, and drainage systems. In addition, the Project includes approach roads connecting to the tunnel (approximately 17.65 km long), an intelligent transportation system (ITS), a toll collection system, and an integrated traffic safety system in accordance with applicable technical regulations. The investment will be implemented under the public-private partnership (PPP) model. Implementation period: 2026-2029.

Previously, on August 16, 2026, Thai Nguyen Provincial People's Committee and Phu Tho Provincial People's Committee discussed and agreed on a number of matters concerning the study and implementation of the Tam Dao tunnel construction investment project connecting Thai Nguyen Province - Phu Tho Province - Hanoi City (from the eastern to the western slope of the Tam Dao mountain range).

Investment in the Project aims to strengthen transport connectivity, reduce travel time, promote interregional tourism, and develop a tourism chain linking Hanoi - Dai Lai - Tam Dao - Nui Coc Lake - ATK Dinh Hoa - Tan Trao - Ba Be Lake, in line with the Thai Nguyen Provincial Master Plan and the Phu Tho Provincial Master Plan for the 2021-2030 period, with a vision to 2050.
