19 resolutions adopted at the Eighth Session of the 15th Provincial People's Council
On the morning of September 23, the 15th Thai Nguyen Province People's Council held its Eighth Session (Special Session). Attending the Session were the following officials: Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Bui Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee; members of the Provincial Party Standing Committee; the Standing Board of the Provincial People's Council; leaders of the Provincial People's Committee; the Standing Board of the Provincial Fatherland Front Committee; provincial departments, boards, sectors and units; and Provincial People's Council delegates.

Delivering opening remarks at the Session, Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stressed: The Eighth Session was held to promptly consider and decide on matters within its authority, creating a legal basis and the conditions for implementing tasks in the final months of 2026 and the period ahead. He requested that Provincial People's Council delegates closely follow the Session agenda, carefully study the dossiers, documents and appraisal reports, and focus on considering and discussing each item. For matters on which opinions remain divided or further clarification is needed, he requested that delegates focus their comments on necessity, legal basis, practical relevance, resources, implementation conditions and policy impacts, providing a basis for the Provincial People's Council to consider and decide.

At the Session, delegates reviewed reports, proposals and draft resolutions concerning many important fields, focusing on issues related to improving mechanisms and policies in education, health care and finance; ensuring operating conditions for the political system; allocating and using resources, implementing national target programs and public investment plans; and planning, infrastructure development, land and forestry, thereby creating a legal basis for project implementation and expanding development space.

The Provincial People's Council also considered adjustments to staffing of cadres and civil servants in agencies of the provincial-level local government and the number of persons employed and paid from the state budget in public service units under provincial management in 2026; and heard appraisal reports from the Boards of the Provincial People's Council and a consolidated report on opinions expressed in discussions by Provincial People's Council delegate groups before the Session.

With a spirit of democracy, responsibility and strong consensus, Provincial People's Council delegates voted to adopt 19 resolutions.

1. Resolution prescribing principles, criteria and norms for allocating state budget capital to implement the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period, Phase I: 2026-2030, in Thai Nguyen Province.

2. Resolution prescribing incentive scholarship levels for students at specialized upper secondary schools under the management of Thai Nguyen Province.

3. Resolution prescribing certain expenditure levels for activities of Party agencies in Thai Nguyen Province.

4. Resolution prescribing the name, eligible recipients and criteria for awarding the Thai Nguyen Province Commemorative Medal.

5. Resolution adjusting the target for the health insurance participation rate in Resolution No. 99/NQ-HDND dated December 10, 2025 of Thai Nguyen Provincial People's Council on the results of implementing socio-economic development tasks in 2025 and the socio-economic development goals and tasks of Thai Nguyen Province in 2026.

6. Resolution adjusting and supplementing the 2026 public investment plan of Thai Nguyen Province for the second time.

7. Resolution allocating the 2026 public investment plan to implement the National Target Program on Cultural Development for the 2025-2035 period, Phase I: 2025-2030.

8. Resolution allocating the 2026 public investment plan funded by the local budget to implement the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period, Phase I: 2026-2030, in Thai Nguyen Province.

9. Resolution allocating the 2026 capital plan to provide funding support for cement under the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2035 period, Phase I: 2026-2030.

10. Resolution additionally allocating the 2026 central budget recurrent expenditure estimate to communes in the province to implement the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2035 period, Phase I: 2026-2030 (second tranche).

11. Resolution prescribing principles, criteria and norms for allocating state budget capital to implement the National Target Program on Health Care, Population and Development for the 2026-2035 period, Phase I: 2026-2030, in Thai Nguyen Province.

12. Resolution adjusting staffing of cadres and civil servants in agencies of the provincial-level local government and the number of persons employed and paid from the state budget in public service units under Thai Nguyen Province's management in 2026.

13. Resolution amending and supplementing a number of articles of resolutions of Thai Nguyen Provincial People's Council prescribing fees and charges.

14. Resolution designating Thai Nguyen Provincial People's Committee as the competent authority to organize implementation of the Tam Dao tunnel construction investment project connecting Thai Nguyen and Phu Tho provinces.

15. Resolution detailing the preparation, appraisal and approval of TOD-area plans for national railways and local railways, as well as route alignment plans, facility locations and overall route layout plans for local railways.

16. Resolution adjusting the investment policy for the Program to Support Investment in, Renovation and Upgrading of Transport Infrastructure in Disadvantaged and Extremely Disadvantaged Communes of Thai Nguyen Province for the 2026-2030 period.

17. Resolution adjusting and supplementing the list of land plots subject to bidding for investor selection for investment projects involving land use in Thai Nguyen Province.

18. Resolution adjusting and supplementing the list of projects requiring land recovery in Thai Nguyen Province.

19. Resolution deciding on the policy for converting forests to other uses in Thai Nguyen Province.

Delivering closing remarks at the Session, Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested that the Provincial People's Committee direct departments, sectors, localities and relevant agencies and units to swiftly organize implementation of the resolutions just adopted by the Provincial People's Council; translate them into specific tasks, plans and implementation schedules; clearly define the responsibilities of each agency and unit; and, at the same time, conduct a comprehensive review and evaluation of previously issued resolutions.

He also requested that the Standing Board of the Provincial People's Council, its Boards, groups of delegates and Provincial People's Council delegates continue to strengthen oversight of resolution implementation; closely monitor implementation progress and results, especially the allocation and use of resources, policy implementation, and issues directly affecting residents and businesses; and promptly recommend measures to address emerging difficulties and obstacles. Provincial People's Council delegates should proactively inform voters and the People about the Session's results; continue to maintain close contact with voters, listen to, compile and promptly convey the legitimate opinions and recommendations of voters and the People, while also closely monitoring and overseeing the implementation of Provincial People's Council resolutions.
