Accelerating 2026 land use fee collection
On the morning of July 7, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, chaired a meeting to hear a report on the progress of 2026 land use fee collection in the following communes and wards: Quyet Thang, Linh Son, Quan Trieu, and Dai Phuc.

According to a report by the Department of Finance, the total 2026 land use fee collection plan for the four localities exceeds VND 4,148 billion. As of July 2, collections reached VND 571.788 billion, equivalent to 13.8% of the plan. A review of the projects showed that many major revenue sources continue to face obstacles in compensation, site clearance, land price determination, completion of land allocation documentation, land use purpose conversion, and fulfillment of financial obligations. Some projects have fallen behind schedule due to incomplete compensation plans, outstanding petitions from residents, unresolved land origin issues, the need for planning adjustments, or insufficient conditions for organizing land use rights auctions. In addition, some investors have been slow to complete procedures and have not fulfilled their financial obligations on schedule, affecting budget revenue collection results.

At the meeting, representatives of departments, agencies, localities, and investors reported on the progress of each project, clarified the causes of existing shortcomings and obstacles, and proposed solutions to accelerate site clearance, land allocation, land price determination, and land use fee collection in the coming time.

Delivering directive remarks, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, requested that departments, agencies, localities, and investors regard land use fee collection as a key task that contributes to fulfilling the province's budget revenue target. She asked localities to focus on accelerating compensation, site clearance, and land use rights auctions, to ensure project implementation progress, and to proactively engage in dialogue with the People to promptly address difficulties and build consensus in site clearance work. Localities should strengthen direct engagement with enterprises and investors to agree on implementation roadmaps and promptly resolve emerging obstacles; and regularly urge and inspect implementation progress. Departments and agencies should continue reviewing matters within their functions and duties, closely coordinating with the Department of Finance to compile a comprehensive report on land use fee collection in the area, to serve as a basis for the Provincial People's Committee's direction and administration in the coming time.
