According to statistics, as of September 1, 2023, public preschools and high schools in Thai Nguyen province have 18,191 staff. Currently, there is a shortage of 4,222 staff compared to the prescribed standards. Specifically, the shortage includes 1,547 positions for preschools, 1,180 positions for primary schools, 1,298 positions for secondary schools and 197 positions for high schools.

To address the shortage of positions, on December 30, 2022, the Government issued Decree No. 111/2022/NĐ-CP. The decree stipulates that "Group 4 units in the fields of education and healthcare can sign labor contracts for a maximum duration of 12 months to perform tasks in positions with professional titles and shared professional positions. However, the number of individuals entering into labor contracts should not exceed 70% of the discrepancy between the assigned workforce and the standard set by the Ministry of Education and Training, the Ministry of Health. The quantity of contracts signed is subject to review and decision by the Provincial People's Council or by ministries, government agencies and centrally managed bodies".

Pursuant to Decree No. 111/2022/ND-CP and based on the content submitted by the Provincial People's Committee, the People's Council of Thai Nguyen province decided that the number of labor contracts at public preschools and general education schools in 2023-2024 school year under Thai Nguyen province management is 2,916 contracts, including 1,075 contracts for preschool level, 811 contracts for primary school level, 894 contracts for secondary school level and 136 contracts for high school level. It is expected that the budget for the implementation of this Resolution is over VND 210 billion.

After being approved by the Provincial People's Council, the Provincial People's Committee will allocate the above contract-based labors to agencies, units and localities.

The assignment of contract-based labor targets to educational institutions is not only a necessary task, making contribution to ensuring teachers in time for 2023-2024 school year, meeting the needs of teaching and learning at educational institutions, but also a task in accordance with regulations and practical requirements.
