Strengthening the handling and prevention of harassment and causing trouble for citizens and enterprises
On March 13, Chairman of the Provincial People's Committee Vuong Quoc Tuan signed to issue Plan No. 93/KH-UBND on implementing Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister on strengthening the effective handling and prevention of harassment and causing trouble for citizens and enterprises in resolving work in 2026 in the province.

The Plan aims to improve the responsibility of heads of agencies, units and localities in performing official duties; strengthen administrative discipline and rules; and prevent, detect and strictly handle acts of harassment and causing trouble for citizens and enterprises. Thereby, it contributes to building a public, transparent and integral administration that serves the People.
According to the Plan, departments, boards, sectors and localities must continue to promote propaganda and thoroughly grasp the content of Directive No. 10/CT-TTg to cadres, civil servants, public employees and workers; and improve awareness and responsibility in performing tasks, especially in resolving administrative procedures directly related to people and enterprises.

Agencies and units are required to review and perfect the administrative procedure resolution process towards publicity, transparency and shortening resolution time; strengthen the application of information technology and push the provision of online public services, limiting direct contact between cadres, civil servants and people and enterprises to prevent negativity.
At the same time, the province will strengthen inspections and examinations of public duties to promptly detect and strictly handle violations, while publicly announcing the results of disciplinary actions to enhance deterrence and prevention. Agencies and units are also required to establish and effectively maintain channels for receiving feedback, recommendations, complaints and denunciations from citizens and businesses related to acts of harassment and inconvenience in the handling of administrative matters.

The Provincial People’s Committee has assigned the Provincial Inspectorate to take the lead, in coordination with relevant agencies, in monitoring, urging and inspecting the implementation of the Plan and periodically compiling reports to the Provincial People’s Committee in accordance with regulations.
The implementation of the Plan is expected to contribute to improving the effectiveness and efficiency of state management, enhancing the investment and business environment and increasing the satisfaction of citizens and businesses with the services provided by administrative agencies in Thai Nguyen Province.
