The plan sets the goal of continuing to effectively implement the Public service Culture Scheme according to Decision No. 1847/QD-TTg of the Prime Minister, thereby creating a strong change in awareness and action of government levels and the contingent of officials, civil servants and public employees. At the same time, it aims to improve the quality and efficiency of public service activities and strengthen administrative discipline and rules; continue pushing administrative reform and build a professional, modern, disciplined, dynamic, public, transparent, valid, performant and effective administration; and build a cadre contingent with moral qualities, professional capacity, professional working style and dedication to serving the People.

One of the key requirements is to strengthen administrative discipline and rules; uphold the responsibility of the head; and promote the spirit of daring to think, daring to do and daring to take responsibility among the contingent of officials, civil servants and public employees. Agencies and units must clearly define tasks according to the "6 clear" principle, push administrative reform, improve the quality of procedure resolution and reduce time and costs for people and enterprises.

The plan also emphasizes strengthening the inspection, examination and supervision of public service activities; and timely detecting and strictly handling acts of harassment and negativity. At the same time, it encourages discovering and commending advanced examples, contributing to spreading the sense of responsibility and public service ethics.

For officials, civil servants and public employees, the set requirement is to strictly observe administrative discipline, comply with work processes, not shirk responsibilities and not cause trouble for organizations and individuals. In communicating with the people, they must implement the motto "4 courtesies, 4 always, 5 awarenesses, 4 demonstrations" and build the image of dedicated, professional officials who are close to the people and serve the people. In addition, they are required to have a spirit of cooperation and mutual assistance in performing tasks and official duties; not form factions causing internal disunity within agencies and organizations; obey the direction, administration and work assignment of superiors; and not flatter or curry favor for impure motives.

Through the synchronous implementation of tasks and solutions, Thai Nguyen province aims to build a transparent, valid and effective administration, meeting the requirements of socio-economic development in the new period.
