Delegates contributing comments at the meeting

The review showed that project owners, investors, and relevant agencies and units are actively preparing for the project groundbreaking ceremonies. Investors have largely completed the procedures and arrangements required for groundbreaking, while departments, sectors, and localities have proactively provided guidance and support in resolving issues related to land, the environment, site clearance, and planning...

However, compensation, site clearance, land allocation, land leasing, and changes in land use purposes are still being carried out for some projects. The completion of some documentation relating to planning, the environment, transport connections, irrigation, electricity supply, and water supply has been delayed; and the preparation, completion, and submission for appraisal of construction investment documentation for some projects have fallen behind schedule.

At the meeting, representatives of relevant departments, sectors, localities, and units discussed coordination to fully resolve the difficulties and obstacles involved and the prioritization of procedures that directly affect whether projects meet the conditions for groundbreaking.
