According to a report by the Department of Finance, as of October 13, 2026, cumulative public investment capital disbursement had reached approximately VND 6,297.4 billion, equivalent to 83% of the plan assigned by the Prime Minister and 71% of the capital plan implemented by the province. For capital from the previous year permitted to be carried over into 2026, the disbursement rate stood at 42%.

Meanwhile, as of October 12, 2026, approximately VND 327.1 billion had been disbursed under national target programs, accounting for 16% of the plan (nearly VND 1,996.9 billion). The disbursement rate for programs in the 2026-2030 period was 8%. The main reasons were delays by some units in completing procedures for fund allocation and funding adjustments, as well as investment documentation; many projects also continued to face difficulties during implementation.

Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers the concluding remarks at the Conference

Concluding the Conference, Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that disbursement progress had improved but still fell short of requirements. Some units had not proactively assessed their capacity to disburse funds or proposed capital reallocations, affecting the effective use of public investment resources. Therefore, departments, sectors, localities and project owners must concentrate their efforts on decisively removing obstacles and accelerating project implementation and capital disbursement.

Before October 30, 2026, units must complete a review and assessment of the disbursement capacity of each project and each commune and ward; develop detailed critical-path schedules with day-by-day milestones; and clearly identify workloads, completion deadlines, capital requirements and obstacles to be resolved. Implementation must follow the principle of the “6 clear requirements”: clear person in charge, clear task, clear timeline, clear responsibility, clear authority and clear deliverable. Units must also step up inspections, press for timely implementation, and take responsibility for implementation results. Based on the review, units should proactively propose reallocating capital from projects unable to disburse funds to those with greater capacity to absorb capital, ensuring efficient use of resources.

For localities lacking specialized personnel, he required relevant departments and sectors to proactively review staffing arrangements, provide personnel support and coordinate to resolve difficulties in project implementation. He also called for measures to address the evasion and shifting of responsibility, and for consideration of reassigning officials who fail to meet the requirements of their duties.

Regarding national target programs, the Chairman of the Provincial People's Committee required the lead agency and the responsibilities of each department and sector to be clearly identified; outstanding procedures to be completed promptly; and mechanisms, policies and criteria to be reviewed to ensure compliance with regulations, alignment with actual conditions, openness, transparency, feasibility and effectiveness, without leaving residents at a disadvantage.

Regarding capital advances, units must review all capital already advanced, assess the current outstanding balance, forecast the balance as of December 31, 2026, and compare the figures with the progress of each project to propose appropriate measures. The Department of Finance will take the lead and coordinate with departments, sectors and localities to consolidate information and advise on capital management and reallocation options.

The Chairman of the Provincial People's Committee required units to strictly observe progress milestones, identify the causes of delayed disbursement and establish accountability for each affected project, enforce discipline and uphold administrative standards in the performance of duties, and remain determined to fulfill the 2026 public investment capital plan while improving the effectiveness of national target program implementation.
