Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers concluding remarks at the Meeting
In his concluding remarks at the Meeting, Chairman of the Provincial People's Committee Nguyen The Manh requested departments, boards, sectors and localities to swiftly translate their tasks into action plans in the spirit of the “six clear requirements: clear person in charge, clear task, clear timeline, clear responsibility, clear authority and clear deliverable”, with accountability resting on the respective heads, and to strive to achieve the 2026 growth target of over 11%.
He requested that investment attraction should continue to be stepped up and difficulties facing businesses should be addressed; that untapped growth potential should be reviewed; and that a detailed growth scenario should be completed before October 10, 2026. For public investment, he called for determined efforts to complete 100% of the plan, establish a “critical path” for each project and bidding package, regularly inspect and urge implementation, and promptly reallocate capital from projects unable to disburse funds to those with strong disbursement capacity.
Regarding budget revenue, the Chairman of the Provincial People's Committee requested a focused review of revenue sources, efforts to tap potential for additional revenue, settlement of tax arrears and outstanding land use fees, and measures to prevent revenue loss. Compensation, site clearance and resettlement work should focus on removing obstacles at industrial parks, industrial clusters and key projects, while ensuring compliance with regulations, openness and transparency, and a balance of the lawful and legitimate rights and interests of residents.
Regarding environmental matters, he called for accumulated waste to be swiftly cleared, at the latest, before October 10, 2026; stronger collection, transportation and treatment of solid waste; tighter control of environmental pollution, water sources and wastewater; and improvements to the urban landscape.
The Chairman of the Provincial People's Committee also requested thorough preparations for year-end cultural, sports and tourism events, with a focus on International Tea Festival - Thai Nguyen 2026, scheduled to open on the evening of October 30; and faster progress on works and projects serving the event. At the same time, efforts should focus on completing tasks relating to land databases, digitization and digital transformation, especially those whose deadlines have been extended to October 30, 2026.
In addition, efforts should focus on improving the quality of grassroots and family healthcare, especially in remote areas; swiftly addressing shortages of schools and classrooms; and continuing to review and handle public assets. Provincial public security and military forces should proactively ensure security, public order and traffic safety for events and key projects, and finalize plans for drills in accordance with the schedule.
The Chairman of the Provincial People's Committee emphasized that little time remained in 2026 while the workload was heavy; therefore, departments, boards, sectors and localities needed to remain highly focused, keep close track of progress, ensure clear accountability, proactively remove difficulties and make every effort to fulfill the assigned goals and tasks to the greatest extent possible.
