Vice Chairwoman of the Provincial People's Council surveys task implementation for the first 7 months of 2026 in several northern communes
On the afternoon of August 3, at the headquarters of the Cam Giang Commune People's Council - People's Committee, a working delegation of the Standing Board of the Provincial People's Council, led by Comrade Tran Thi Loc, Member of the Provincial Party Standing Committee and Vice Chairwoman of the Provincial People's Council, conducted a survey on the implementation of socio-economic development tasks for the first 7 months of 2026, the arrangement of surplus commune-level cadres and civil servants and the organizational apparatus, and the education sector in Phu Thong, Cam Giang, Bach Thong, and Vinh Thong communes.

According to the report at the Conference, in the first 7 months of 2026, localities proactively and earnestly implemented the national target programs; promptly established Steering Committees, issued plans, and assigned specific tasks to agencies and units to organize implementation as required. The arrangement of the commune-level organizational apparatus, and the arrangement and merger of hamlets, were carried out resolutely, helping to reduce the number of focal points and improve the operational effectiveness of the grassroots political system. Localities are reviewing and developing plans to rearrange and reorganize the school network under the direction of competent authorities. In implementing economic development tasks, there remains a disparity among localities. Specifically, Bach Thong Commune achieved 138% of its budget revenue target, Cam Giang Commune 113%, Vinh Thong Commune 89.88%, and Phu Thong Commune 39%. Regarding public investment capital disbursement, Vinh Thong Commune reached 87.2%; the remaining localities recorded slow progress, mainly due to difficulties in investment procedures, unfavorable weather, and rising construction material prices.

Delegates exchanging views at the Conference
At the Conference, delegates exchanged views on the following issues: adjusting staffing quotas to match the increased workload following the arrangement of administrative units and the implementation of the two-tier local government model; resolving benefits and policies for surplus cadres, civil servants, public employees, and non-specialized workers; allocating resources to upgrade and build hamlet cultural houses to meet population scale after mergers; the process for reappointing school administrators after consolidation, and for re-recognizing schools that meet national standards; and upgrading the shared software system, addressing slow and unstable operation, and providing information technology equipment support for the commune level.

After hearing the views exchanged at the Conference, Vice Chairwoman of the Provincial People's Council Tran Thi Loc acknowledged the efforts of the Party committees and administrations of localities in implementing the 2026 socio-economic development tasks. She requested that communes continue to promote a proactive spirit, focus on removing difficulties, accelerate the disbursement of public investment capital, improve the effectiveness of national target program implementation, strengthen budget revenue management, thoroughly prepare conditions for the new school year, and effectively carry out the rearrangement of the school network. Regarding local proposals, the working delegation will compile them and report to competent authorities for consideration and resolution as required.
