Attending the conference on behalf of Thai Nguyen Province were Comrades: Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Vuong Quoc Tuan, Member of the Party Central Executive Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee; and Nguyen Linh, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People's Committee, together with leaders of departments, sectors, and Quan Chu Commune.

Also attending were representatives of the Department for Roads of Viet Nam, Deo Ca Group Joint Stock Company, and the consulting unit.

Delivering opening remarks at the conference, Chairman of Thai Nguyen Provincial People's Committee Vuong Quoc Tuan emphasized: The study on investment in the Tam Dao Tunnel route marks a step toward realizing the development cooperation commitment between the localities, meeting the People's expectations for a connecting transport route long cherished through many stages of development. He noted that resource and technology constraints had previously limited progress; however, at present, thanks to the determination of the two localities together with the investor's capacity, the basic planning and technical conditions have now been met.

Chairman of Thai Nguyen Provincial People's Committee said that the two provinces have adjusted their master plans, creating a favorable basis for implementing the project. By late 2026, Thai Nguyen plans to roll out projects within the Nui Coc Lake tourism complex. The locality is currently actively carrying out land clearance to prepare for investment in key tourism projects. In particular, once the eastern slope of Tam Dao (in Thai Nguyen) is connected to the western slope, which holds much of Tam Dao's tourism development potential, it will create new development space, effectively promoting the area's ecological, leisure, and cultural values.

Chairman of the Provincial People's Committee Vuong Quoc Tuan also emphasized that, once completed, the route will shorten the journey by about 40 km compared to the current journey, strengthen connectivity with the capital city of Hanoi, expand development space, create momentum to attract investment, and promote tourism and socio-economic development across the entire region.

Rendering of the Investment Project for Construction of the Tunnel Connecting Thai Nguyen - Phu Tho - Hanoi

According to the proposed plan, the Tam Dao Tunnel Project's starting point connects with Provincial Road DT.261B (Quan Chu Commune, Thai Nguyen Province), and its ending point connects with National Highway 2B (Tam Dao Commune, Phu Tho Province). The route has a total length of approximately 19.65 km, including a mountain tunnel section of about 2 km; investment will be made in a coordinated manner, covering the tunnel, access roads, an Intelligent Transport System (ITS), a toll collection system, and auxiliary works. The project has an estimated total investment of approximately VND 5,800 billion, proposed to be implemented under the public-private partnership (PPP) method, BOT contract type; the state's participating capital is expected to account for about 50% of the total investment, with the remainder to be mobilized by the investor; the implementation period is expected to run from 2026 to 2029.

The project aims to put into concrete effect the Memorandum of Understanding dated January 30, 2026 on socio-economic development cooperation among the three provinces of Thai Nguyen - Bac Ninh - Phu Tho; it will help strengthen transport connectivity, shorten travel time, and promote inter-regional tourism development, forming a tourism chain linking Hanoi - Dai Lai - Tam Dao - Nui Coc Lake - ATK Dinh Hoa - Tan Trao - Ba Be Lake.

Speaking at the conference, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong highly commended Thai Nguyen Province's proactive coordination with Deo Ca Group and the consulting unit in conducting research and surveys to advance the Project. He affirmed that this is not only a project connecting the two localities but also one of regional significance, generating momentum for socio-economic and tourism development while also helping to strengthen national defense and security.

Chairman of Phu Tho Provincial People's Committee requested that the consulting unit continue to study and further assess the type of transport structure for the section passing through the special-use forest area, complete the environmental impact assessments, and study plans for mobilizing resources, including consideration of proposing that the central government support part of the investment capital. He emphasized that, since the Project passes through an area of special characteristics, it must be thoroughly studied and all procedures completed in accordance with regulations before implementation.

Speaking at the conference, Secretary of Thai Nguyen Provincial Party Committee Trinh Xuan Truong stated that Thai Nguyen Province is currently focusing investment on strategic infrastructure projects to expand development space, of which the Tam Dao Tunnel Project is one of particular importance for regional connectivity. He emphasized that, if the competent authority assigns Thai Nguyen Province as the competent agency to implement the Project, the province will proactively coordinate with relevant ministries, sectors, and localities to complete the project dossier and report it to the competent authority for consideration and decision in accordance with the law. He expressed confidence that, with the strong determination of the two localities together with the investor's partnership, the Project will soon be implemented, creating new development momentum for the region.

At the conclusion of the conference, the two sides agreed to carry out the procedures for investment preparation of the Investment Project for Construction of the Tam Dao Tunnel Connecting Thai Nguyen Province - Phu Tho Province - Hanoi (from the eastern slope to the western slope of Tam Dao toward Hanoi); they also proposed assigning Thai Nguyen Provincial People's Committee as the competent agency to report to the competent authority for consideration and decision in accordance with the law. Phu Tho Provincial People's Committee will report to the Standing Board and the Provincial Party Standing Committee to carry out the next steps as prescribed.

Prior to the conference, the working delegation of the two provinces had conducted a field survey of the area where the Tam Dao Tunnel Project is expected to be implemented in Tam Dao Commune, Phu Tho Province.
