At the conference, Delegation No. 225 presented the draft report on its inspection and supervision of the Thai Nguyen Provincial Party Standing Committee. It focused on leadership, direction and implementation of central guidelines, resolutions and regulations on cadre affairs; building a cadre workforce capable of operating the two-tier local government model; and examining remediation of shortcomings identified in the Politburo and Secretariat’s first and second inspection and supervision rounds in 2026.

The delegation assessed that the Thai Nguyen Provincial Party Standing Committee has seriously implemented central guidelines, resolutions and conclusions; its leadership and direction of socioeconomic development have achieved positive results, particularly in economic growth, budget revenue, investment attraction and development of key crops. Its directives have generally been grounded in practice, and cadre evaluation has been carried out through a number of noteworthy approaches.

The delegation also identified shortcomings: the structure and quality of the cadre workforce remain uneven; the pool of young and outstanding personnel and specialists in science, technology, innovation and digital transformation remains limited; training and professional development in some fields have not kept pace with requirements; and dossier digitization remains uneven. It requested the Provincial Party Standing Committee to continue reviewing and refining regulations on cadre affairs, job positions and title standards; improve the quality of cadre evaluation, training, placement and utilization; and strengthen inspection, supervision and power control in cadre affairs.

Addressing the conference, General Phan Van Giang highly appreciated the Thai Nguyen Provincial Party Standing Committee’s sense of responsibility in carrying out the inspection and supervision requirements.

The General noted that Thai Nguyen has thoroughly understood and proactively implemented requirements, and has initially attained important, relatively comprehensive results in cadre affairs. The province has introduced innovations in leadership thinking, direction and organization of implementation that have won public support. Notably, it has gradually clarified responsibility by clearly identifying people, tasks, timeframes, accountability, outputs, authority and a single coordinating focal point. Decentralization and delegation have gradually been linked with the responsibility of party committees, party organizations and heads of agencies; the cadre workforce in key commune-level posts has received attention and consolidation. Cadre planning, training, professional development and evaluation have shifted toward alignment with job positions and task performance. Digital transformation in Party work has also received attention, helping standardize, manage, use and connect data and improve Party-building effectiveness.

Regarding the shortcomings identified in the draft report, the General requested the Thai Nguyen Provincial Party Standing Committee to urgently develop a post-inspection remediation plan clearly identifying each item, output, schedule, lead agency, coordinating agency and the responsibility of the head of each agency.

The General asked the province to continue comprehensively reviewing its cadre workforce based on job positions, workloads and the practical requirements of each locality; personnel transfers and rotations must stem from tasks, workforce structure and training objectives, with priority given to reinforcing grassroots levels with capable personnel. The province must also make cadre evaluation more substantive, use work effectiveness and satisfaction of people and organizations as important evaluation bases, and resolutely overcome deference, avoidance and formalism.

It must also strictly follow personnel procedures; reform training and professional development around job positions and competency gaps; prioritize commune-level officials, officials included in succession plans, Party-building personnel and specialists; accelerate data standardization and connectivity; continue political and ideological work; and maintain unity within the Party organization after restructuring.

The General expressed confidence that, with its tradition of unity, sense of responsibility and strong political determination, the Thai Nguyen Provincial Party Standing Committee will continue building on its achievements, effectively remedy the identified shortcomings and weaknesses, and build a cadre workforce of integrity, competence and credibility that remains close to and understands the people and meets the demands of the new context.

On behalf of the Thai Nguyen Provincial Party Standing Committee, Trinh Xuan Truong, Secretary of the Provincial Party Committee, respectfully thanked the delegation’s members and formally acknowledged and fully accepted the assessments and directives of General Phan Van Giang. He emphasized that recent results reflected the efforts of the entire political system, together with the Central authorities’ regular attention, guidance, inspection and supervision. This is an important foundation for Thai Nguyen to further consolidate unity, leverage its potential and advantages, and successfully achieve development targets in the coming period. He pledged, together with the Provincial Party Standing Committee, to fully absorb the delegation’s findings, urgently translate them into tasks and solutions, implement them resolutely, remedy shortcomings and weaknesses, continue improving cadre quality, and build a strong political system.
