Recently, in implementing Scheme No. 30-DA/TU, Party committees and organizations at all levels have paid close attention to leading and directing the establishment of Party organizations and sociopolitical organizations in enterprises outside the state sector, identifying it as an important Party-building task.

The Steering Committee promptly directed Party committees and organizations at all levels, as well as relevant agencies and units, to study and effectively implement Scheme No. 30-DA/TU dated May 5, 2025 and Plan No. 98-KH/TU dated May 23, 2026 of the Provincial Party Standing Committee.

Implementation of the targets has achieved many positive results. To date, eight Party organizations have been established, reaching 66.7% of the target under Plan No. 98-KH/TU and 80% of the annual target under Scheme No. 30-DA/TU. As of September 5, 2026, the Provincial Party Organization had admitted 434 Party members in enterprises and cooperatives: 174 in Party organizations within state-owned enterprises; 162 in Party organizations within enterprises outside the state sector; 87 workers in enterprises outside the state sector through residential communities; and 11 in cooperatives. Within the scope of Scheme No. 30-DA/TU alone, 260 Party members have been admitted, exceeding the annual target by 30%.

At the Conference, delegates exchanged experience in Party member recruitment and the establishment of sociopolitical organizations in enterprises; they also shared difficulties and obstacles and affirmed their determination to fulfill the targets of Scheme No. 30-DA/TU.

To fulfill the 2026 objectives and targets, Comrade Bui Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council and Head of the Steering Committee, requested that Party committees, agencies, and units adopt the shared approach of “sound understanding, clear thinking, strong resolve, and accurate, focused, decisive action” in implementing Scheme No. 30-DA/TU. They should continue to innovate and diversify communications methods; promote the substantive and effective development of Party organizations, recruitment of Party members, and establishment of sociopolitical organizations in enterprises; and ensure both quantity and quality. Members of the Steering Committee, agencies, units, and subordinate Party committees should focus on leadership and direction; proactively advise on specific tasks and solutions; develop plans; clearly define road maps, responsibilities, and implementation schedules; and strive to achieve the objectives and targets of Scheme No. 30-DA/TU to the greatest extent possible, in line with enterprises’ stable and sustainable development. Party committees, agencies, and units should also strengthen coordination, promptly address difficulties and obstacles during implementation, and link Scheme results to annual assessment and classification. This will create clear progress in developing Party organizations and sociopolitical organizations in enterprises, contributing to the fulfillment of 2026 targets and the objectives for the entire 2026 - 2030 period.
