Thai Nguyen explores developing a socialist cooperative model for the new era
On the afternoon of August 27, Thai Nguyen Provincial Party Standing Committee held a scientific workshop entitled “Theoretical and practical foundations and orientations for developing a model for socialist cooperatives and socialist cooperative federations in Thai Nguyen Province”.

Attending the Workshop were Comrade Duong Trung Y, Member of the Party Central Executive Committee and Editor-in-Chief of Communist Review; Comrade Cao Xuan Thu Van, Chairwoman of Vietnam Cooperative Alliance; and experts, scientists, and representatives of central agencies.
Attending on behalf of Thai Nguyen Province were Comrade Trinh Xuan Truong, Member of the Party Central Executive Committee and Secretary of the Provincial Party Committee; Comrade Nguyen Dang Binh, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies; Members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and Provincial People's Committee; and representatives of departments, boards, sectors, localities, and cooperatives throughout the province.

Opening the Workshop, Secretary of the Provincial Party Committee Trinh Xuan Truong emphasized that building socialism is the enduring goal and ideal of our Party and the People. In the new stage of development, theory must continue to be supplemented and developed in conjunction with reviews of practical experience. Research on developing a model for socialist cooperatives and socialist cooperative federations in Thai Nguyen is an important step toward giving concrete expression to socialist values at the grassroots level, while providing a basis for testing and refining theory and examining how the model could be replicated more broadly. He noted that, given the need to renew the growth model and promote scientific and technological development, innovation, digital transformation, and sustainable development, cooperatives can no longer be viewed through the lens of the past; a model suited to the new development conditions must be studied.

At the Workshop, Comrade Nguyen Dang Binh, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, presented an introductory report focusing on the need to renew and develop the collective economy, as well as the theoretical and practical issues and orientations for developing a model for socialist cooperatives and socialist cooperative federations suited to Thai Nguyen's conditions.

Experts, scientists, and representatives of central and grassroots agencies discussed the Party's views on collective economic development in the new era; the defining features of a new-style cooperative embodying socialist principles; the requirements arising in the context of digital transformation, green economic development, and international integration; and the political and legal foundations for developing the model in the spirit of Resolution No. 20-NQ/TW and the 2023 Law on Cooperatives.
Drawing on grassroots experience, a representative of Tra Bup Ngoc Cooperative discussed the favorable conditions, challenges, and solutions involved in piloting the socialist cooperative federation model. A representative of Tan Cuong Commune People's Committee described the role of tea cooperatives in preserving and developing Vietnamese tea culture and showcasing Thai Nguyen, its landscapes, and its people.

Addressing the Workshop, Editor-in-Chief of Communist Review Duong Trung Y emphasized the need to continue refining the model-evaluation criteria to ensure they are scientifically sound, streamlined, practical, measurable, and verifiable. He also called for reforms to mechanisms and policies, stronger governance capacity, more effective operations, and greater participation by cooperatives in value chains.
The Workshop also agreed to study and select tea production and processing cooperatives and cooperative federations to pilot the model. According to Comrade Duong Trung Y, this is an appropriate approach to leverage Thai Nguyen's strengths, brand, and identity, enhance the value and competitiveness of tea products, and provide a practical basis for further refining and replicating the model. He requested the province to develop a specific roadmap, “implementing the model while continuously reviewing and refining it”, with practice as the benchmark and substantive outcomes as the evaluation criterion.

Based on the points agreed at the Workshop, Comrade Nguyen Dang Binh, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, assigned Provincial Party Committee's Propaganda, Education and Mass Mobilization Commission to finalize the Workshop's outcome report by September 4, 2026, and directed Thai Nguyen Province School of Politics to incorporate the comments and supplement and refine the Scheme and the model-evaluation criteria for submission to the competent authority for review and approval in September 2026. The Provincial People's Committee, relevant agencies, localities, and units were directed to coordinate in finalizing the Scheme and making the necessary preparations to implement the model promptly and in line with the roadmap, while ensuring quality and effectiveness.
