On June 19, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, and members of the working delegation conducted a field inspection of the implementation progress of the project to build a residential stabilization area for the flood-prone zone affected by Storm No. 11 (Matmo) in Kim Van Hamlet, Van Lang Commune, and the Ban Ang Resettlement Area, Thanh Thinh Commune.

The project to build the residential stabilization area in Kim Van Hamlet, Van Lang Commune, is being implemented to arrange safe housing for 42 households living in an area frequently affected by flooding and landslides and at high risk of danger during the rainy and stormy season. To date, Van Lang Commune has completed the review of beneficiaries and drawn up plans for compensation, support, and resettlement; issued decisions on land recovery and land allocation to the investor in accordance with regulations; and completed the plan for harvesting and utilizing forest products on the natural forest area within the project's scope. The contractors have gathered materials and equipment and begun construction, with ground leveling reaching about 25%, the power supply system reaching 25%, and the domestic water supply reaching 20%.

As for the Ban Ang Resettlement Area in Thanh Thinh Commune, it is a Grade III technical infrastructure project with a ground-leveling area of more than 7 hectares and a total investment of over VND 56 billion, built to arrange housing for 38 households that must be relocated to make way for the Cho Moi - Bac Kan road construction investment project. At the time of inspection, the project had reached about 85% of the total construction volume. Of this, the ground leveling, retaining walls, and rainwater drainage system have been completed, while the wastewater drainage system, road foundation, and intersection with National Highway 3 are under construction.
Through the field inspection, Vice Chairman of the Provincial People's Committee Nong Quang Nhat assessed that the implementation progress of both projects remained slow compared with requirements. With the rainy season already underway, the early completion of the Kim Van Hamlet residential stabilization area is especially important to ensure the safety of the lives and property of households located in an area at high risk of natural disasters. He requested that Van Lang Commune strengthen supervision of construction progress and waste disposal and closely coordinate with the investor to promptly resolve arising difficulties and obstacles. As for Thanh Thinh Commune, he requested that it swiftly complete site clearance; fully carry out the order and procedures and finalize the dossiers and records in accordance with regulations; and step up communication and dialogue with households to build consensus and hand over the site to the construction unit soon. As for the Northern Region Project Management Board for Investment in Construction of Transportation and Agricultural Works - the investor of both projects, Comrade Nong Quang Nhat requested that it focus on directing contractors to mobilize additional manpower, machinery, and equipment, organize extra shifts, and accelerate construction progress. During implementation, absolute labor safety and construction safety must be ensured, with regular inspections and the prompt handling of arising risks, so as not to affect the housing, production land, and livelihoods of residents in the surrounding area. For the Kim Van Hamlet residential stabilization area in particular, the construction site is to be basically completed by June 30, and the electricity and water systems are to be completed before July 15 so that residents can build their houses and stabilize their lives soon.
