According to the planning, Bac Kan - Cao Bang expressway has a total length of approximately 82.5 km. The starting point connects with the Cho Moi - Bac Kan expressway within Bac Kan Ward of Thai Nguyen Province; the terminal point is located within Tan Giang Ward of Cao Bang Province. Of this, the section passing through Thai Nguyen Province is approximately 60.66 km long, running through the following localities: Bac Kan Ward, Duc Xuan Ward, and the communes of Phong Quang, Cam Giang, Phu Thong, Thuong Minh, Na Phac, Thuong Quan, Ngan Son, and Bang Van; the section passing through Cao Bang Province is approximately 21.84 km long. The road is built to a four-lane expressway standard with a design speed of 80 km/h. The project is classified as Group A, with a total investment of VND 29,300 billion, to be implemented during the 2026-2029 period. The project comprises three component projects: the compensation, support, resettlement, and land clearance project for the section through Thai Nguyen Province; the compensation, support, resettlement, and land clearance project for the section through Cao Bang Province; and Bac Kan - Cao Bang expressway construction investment project.

At the conference, delegates focused on discussing the preparation of resettlement areas; reviewing the number of affected households within the land clearance zone; planning for the relocation of technical infrastructure works; and identifying waste disposal sites and sources of fill soil to serve the project in the province. Additionally, delegates also discussed the mobilization of human resources for field inspections and reviews aimed at updating and finalizing content for investment preparation and project implementation; and strengthening coordination mechanisms between Thai Nguyen and Cao Bang provinces, as well as among the relevant departments, sectors, and localities.

In delivering directive remarks, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, emphasized that Bac Kan - Cao Bang expressway construction investment project carries particular significance for socio-economic development, regional connectivity, and the expansion of development space for both provinces. He called on relevant departments, sectors, and localities to proactively coordinate closely with the specialized agencies of Cao Bang Province throughout the investment preparation process; to move swiftly to review the current state of land use, compile comprehensive data on affected households, resettlement needs, and technical infrastructure works requiring relocation. Vice Chairman of the Provincial People's Committee required localities to proactively plan and prepare land reserves for the construction of resettlement areas; to review and identify sources of construction materials and waste disposal sites to ensure the project's implementation requirements are met. Relevant agencies and units are to prepare dossiers and investment procedures in accordance with regulations, while intensifying public communication efforts to build public consensus and support, thereby facilitating the smooth implementation of the project.
