Thai Nguyen makes a breakthrough in attracting high-quality FDI in the spirit of Resolution No. 10-NQ/TW
Against a backdrop of global supply chains being reshaped and the Fourth Industrial Revolution advancing strongly, Resolution No. 10-NQ/TW dated June 8, 2026 of the Politburo on developing the foreign-invested economic sector sets an important direction for localities to raise their competitiveness and effectively attract new-generation FDI. For Thai Nguyen, this is an opportunity to leverage its advantages and affirm its position as the high-tech industrial center of the northern midland and mountainous region.

Thoroughly grasping the spirit of the Resolution, Thai Nguyen has determined that attracting foreign investment is aimed not merely at increasing the volume of capital but at building a high-tech industrial ecosystem, promoting innovation and technology transfer, developing high-quality human resources and enhancing the capacity of domestic enterprises.

Earlier, right from the beginning of 2026, the Provincial Party Standing Committee issued Scheme No. 23-DA/TU on improving the investment environment and raising provincial competitiveness for the 2026-2030 period, with a view to shifting from an “investment attraction” mindset to “partnering with investors”; and from competing through incentives to competing through the quality of infrastructure, human resources, governance capacity and the service effectiveness of authorities at all levels. These directions lay an important foundation for Thai Nguyen to effectively implement Resolution No. 10-NQ/TW and proactively welcome high-quality FDI.

Investment attraction results in the first six months of 2026 show the growing appeal of Thai Nguyen's investment environment. The province attracted more than USD 8 billion in FDI; of this, 15 newly licensed projects carried a total registered capital of USD 5.76 billion and 13 projects adjusted their capital upward with a combined value of more than USD 2 billion. Investment capital has flowed mainly into high technology, electronics, semiconductors, component manufacturing and the processing and manufacturing industry.

One highlight is the formation and development of Yen Binh Concentrated Digital Technology Park, covering 197.61 hectares with a total investment of more than VND 3,500 billion. The project is oriented toward becoming a pioneering technology-urban complex following the Digital - Green - Net Zero model, integrating space for production, research and development, finance, trade, training, expert housing and support services, creating a favorable environment for enterprises to invest, innovate and grow over the long term.

The development of Yen Binh Concentrated Digital Technology Park is expected to create a strong shift, moving Thai Nguyen from an electronics manufacturing center to a center for developing the electronics, semiconductor and high-tech industries. The presence of major technology groups not only helps raise industrial output value but also drives the formation of an ecosystem for research and development (R&D), artificial intelligence, data centers, integrated circuit design and strategic technology sectors.

According to Comrade Nguyen The Hoan, Head of the Management Board of Provincial Industrial Parks, to further enhance the province's appeal to strategic investors, Thai Nguyen is focusing on completing industrial park infrastructure; renewing investment promotion activities in a professional, focused and targeted manner; strengthening coordination with central ministries and sectors; and expanding cooperation with investment promotion organizations and international business associations in order to publicize its potential, build connections and attract high-tech projects.

In the coming time, Thai Nguyen will continue to prioritize the development of a high-tech industrial ecosystem, focusing on attracting investment in semiconductors, electronics, supporting industries, artificial intelligence, big data, cloud computing and core technology sectors. The province will give priority to investors with technological capability, modern governance standards and commitments to technology transfer and human resource development.

Infrastructure continues to be identified as the key factor in raising competitiveness. Under the master plan, Thai Nguyen has 37 industrial parks with a total area of nearly 14,000 hectares and one concentrated digital technology park of about 200 hectares. The province is accelerating investment in new industrial parks, the Concentrated Digital Technology Park and the regional transport connection system; at the same time, it is developing power, logistics and digital infrastructure in a coordinated manner to meet the requirements of large-scale high-tech projects.

Beyond investing in technical infrastructure, the province also attaches importance to developing social infrastructure, targeting the construction of about 60,000 social housing units by 2030 for factory workers, laborers and other groups in need.

Leveraging its advantage as one of the country's major training centers, Thai Nguyen is stepping up the renewal of training programs to meet enterprise demand, giving priority to semiconductors, electronics, artificial intelligence, data science, automation and digital technology; and expanding cooperation among the State, schools and enterprises to supply high-quality human resources.

Alongside infrastructure and human resource development, the province continues to step up administrative reform, build a service-oriented administration, expand online public services, shorten the time needed to process administrative procedures and maintain the “green lane” mechanism for key projects. Meetings and dialogues with enterprises are held regularly, helping promptly remove difficulties and build a transparent, favorable and stable investment environment.

With a consistent strategic direction, proactive efforts to improve the investment environment and the determination of the entire political system, Thai Nguyen is step by step completing a competitive high-tech industrial ecosystem and increasing its appeal to strategic investors. This is an important foundation for the province to effectively attract high-quality FDI and create momentum for rapid and sustainable development in the spirit of Resolution No. 10-NQ/TW of the Politburo.
