At the Conference, delegates heard and commented on matters concerning Party building and socio-economic development. Notably, these included the proposal to issue a Resolution of the Provincial Party Standing Committee on strengthening Party leadership over efforts to ensure traffic order and safety in Thai Nguyen Province for the 2026-2030 period; the proposal to issue a Plan to develop Thai Nguyen Province into a municipality; regulations on the preparation, appraisal, and approval of plans for TOD (transit-oriented development) areas linked to railways; the proposal to designate Thai Nguyen Provincial People's Committee as the competent authority to implement the Tam Dao Tunnel Project connecting Thai Nguyen and Phu Tho; a plan for allocating land through auctions of land use rights to select investors for projects in the province; and consideration of adjustments to the Program to Support Investment in Renovating and Upgrading Transport Infrastructure in Disadvantaged and Particularly Disadvantaged Communes for the 2026-2030 period...

The Provincial Party Standing Committee also heard and commented on the policy on scholarships to encourage academic achievement and the allocation of resources to implement the National Target Program on Modernizing and Improving the Quality of Education and Training; the proposal to issue a Directive on strengthening Party leadership over community-based enforcement of criminal sentences and community reintegration for the 2026-2030 period...; the results of implementing 20 Schemes of the Provincial Party Executive Committee and 10 strategic resolutions of the Politburo; and progress on projects under the Flood and Inundation Control Works System for the province's central area.

Secretary of the Provincial Party Committee Trinh Xuan Truong delivers remarks at the Conference

Delivering directive remarks, Secretary of the Provincial Party Committee Trinh Xuan Truong generally agreed with the matters submitted to the Conference and directed the lead drafting agency to incorporate the comments, swiftly review and finalize the dossiers, and ensure quality, timeliness, and regulatory compliance, particularly for matters to be submitted at the Eighth Session (Special Session) of the Provincial People's Council.

Regarding tasks for the period ahead, the Secretary of the Provincial Party Committee directed Party committees, Party organizations, agencies, and units at all levels to continue thoroughly studying and seriously implementing the resolutions and conclusions of the Party Central Committee, ensuring that Party policies are promptly translated into concrete measures tailored to local realities. He noted that the Party Central Committee regards Thai Nguyen as one of the localities that have performed well in implementing its resolutions and conclusions, thereby contributing to positive changes in socio-economic development. This important result also underscored the need to continue promoting a proactive, resolute, and substantive approach to implementation.

Regarding socio-economic development tasks, he directed all levels and sectors to concentrate their efforts and take decisive action to implement measures to promote growth. With a Q3 growth scenario of 11.98% and positive signals from production and business activities, all levels and sectors should continue to stay closely aligned with the target, proactively remove obstacles, effectively harness growth drivers, and strive to raise the province's growth rate above 12%, building momentum to achieve the 2026 growth target.

From now through year-end, the Secretary of the Provincial Party Committee directed efforts to focus on removing bottlenecks in site clearance and industrial development; addressing environmental pollution; effectively carrying out planning and managing construction planning; developing well-lit, green, clean, and attractive urban areas; and building a corps of officials capable of meeting the requirements of their duties under new circumstances.

Regarding KPI-based performance evaluation of officials, he directed that it be conducted rigorously, fairly, objectively, and seriously, linked to the responsibilities, duties, and performance results of each locality, agency, and unit, with work effectiveness and task completion serving as the basis for evaluation. For localities and units that have yet to show clear progress in task implementation, the causes must be identified, accountability determined, and corrective measures promptly taken to ensure substantive and effective implementation of tasks.
