Strengthening accountability, accelerating public investment capital disbursement
On the afternoon of September 29, the Provincial People's Committee held a conference to expedite public investment capital disbursement in 2026 and review progress in implementing the national target programs. The conference was held in person and online, connecting to communes and wards throughout the province. Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the Conference. Attending the Conference were Vice Chairmen of the Provincial People's Committee; leaders of relevant departments and sectors; and representatives of Party Committees and People's Committees of communes and wards.

According to a report by the Department of Finance, as of September 24, the province had disbursed nearly 70% of the capital plan assigned by the Prime Minister. However, disbursement progress remained slow for some funding sources and programs, especially projects and tasks for disaster recovery and disaster prevention and control, as well as national target programs.

At the Conference, departments, sectors, localities, project owners and project management boards reviewed progress and clarified difficulties, obstacles and responsibilities at each stage, from compensation and site clearance, investment procedures and bidding to construction, acceptance, payment and inter-agency coordination.

The review showed that disbursement was mainly affected by difficulties in compensation and site clearance; pending completion of investment procedures for some projects; fluctuations in material and fuel prices and transportation costs; land use fee revenues in some localities falling short of plans; and unfavorable weather. For the national target programs, some implementing provisions and guidance were only finalized in 2026, affecting progress.

Concluding the Conference, Chairman of the Provincial People's Committee Nguyen The Manh emphasized that little time remained in 2026, requiring all levels and sectors to focus and act decisively to accelerate disbursement. He acknowledged project owners' efforts over the past 9 months but noted that the disbursement rate remained below requirements; although there were objective factors, subjective factors remained predominant. Party committees and heads of some sectors and localities had not acted decisively enough; coordination was insufficient, working methods were not systematic, and initiative was lacking, resulting in reactive implementation.
To ensure completion of the assigned capital plan, Chairman of the Provincial People's Committee made the following requests:
First, strengthen discipline and order in disbursement and heighten the accountability of heads of departments, sectors, project management boards and People's Committees of communes and wards. Heads must treat public investment capital disbursement as a key task through year-end and personally direct, inspect and urge implementation, especially for urgent projects serving social welfare, disaster prevention and control, and flood control; they must not delegate the task entirely to deputies or neglect inspection and follow-up.
Second, track progress specifically and clearly for each project, bidding package and milestone; report weekly and conduct periodic reviews on the 15th and 30th of each month under the principle of the “6 clear requirements: clear person in charge, clear task, clear timeline, clear responsibility, clear authority and clear deliverable.” For each project, clearly identify obstacles, objective and subjective causes, and related responsibilities to devise solutions; follow the principle that “obstacles must be resolved at the level where they arise, without avoidance or shifting responsibility,” especially in site clearance, investment procedures, bidding, construction and inter-agency coordination.
Third, task the Department of Finance with taking the lead in consolidating information and closely monitoring disbursement progress. Departments and sectors managing national target programs, including the Departments of Health, Education and Training, Agriculture and Environment, Culture, Sports and Tourism, and Ethnic and Religious Affairs, as well as Provincial Police, must assume greater responsibility for guiding, inspecting and urging localities and units to implement the programs.
Fourth, no later than October 5, 2026, communes, departments, sectors and project owners must prepare and submit detailed reports setting out commitments on disbursement progress for each work, project, funding source and task, with relevant legal bases and specific implementation plans, to the Department of Finance for consolidation and reporting to leaders of the Provincial People's Committee. Disbursement results will be tracked by project, field and assigned unit; failure to meet committed schedules will be considered for appropriate action. For site clearance, specific plans must clearly assign responsibilities, with commune-level authorities bearing the highest responsibility; site-clearance obstacles must not delay disbursement.
Fifth, Chairman of the Provincial People's Committee requested agencies and units to focus intensely and implement tasks decisively and systematically, striving to substantially complete, by November 15, 2026, the work volume in accordance with the acceptance schedule, so that disbursement can be carried out in December, ensuring 100% disbursement of the assigned capital plan by December 31, 2026.
