During the inspection, the Chairman of the Provincial People's Committee highly appreciated the proactiveness of the investor in building the infrastructure of the Industrial Cluster in a synchronous and methodical manner, with a beautiful landscape and convenient transport system. He affirmed that the province's consistent view is to always welcome and create a level playing field for investors to research and deploy projects in the area; the province also consistently facilitates the development of the private economy in the spirit of Resolution No. 68-NQ/TW of the Politburo. For industrial clusters that can be expanded and meet infrastructure conditions, the province will consider upgrading them into industrial parks to attract more enterprises to produce and do business, especially enterprises in the fields of science and technology and supporting enterprises.

However, the Chairman of the Provincial People's Committee also particularly noted that for production projects, especially in the paper production sector, enterprises must apply modern technology, strictly ensure environmental standards and strictly implement environmental treatment commitments during operation. Besides, specialized agencies and localities need to strengthen the management, inspection and supervision of the implementation of enterprises' commitments.

The Hanh Phuc - Xuan Phuong Industrial Cluster Project is located in Xuan Phuong commune and Phu Binh commune, Thai Nguyen province, located on the Ring Road 5 axis, with convenient connections to Hanoi and neighboring provinces. The project is invested by Le Premium Investment Joint Stock Company, with a scale of 73.88 ha and a total investment of about VND 973 billion. The infrastructure is invested and built synchronously, including leveling, transport, power supply, water supply systems and a modern wastewater treatment station. Currently, 5 secondary investors have met the conditions to commence construction according to regulations and are constructing their projects (with a total area of about 7,124 ha); concurrently, several secondary investors have signed agreements in principle to lease land and placed deposits with the investor.

Visiting the facilities at the Library, he welcomed the locality's methodical and scientific approach in deploying the library model serving the People. He requested Phu Binh commune to continue promoting the effective operation of the Library by establishing a Management Board and attracting book lovers and enthusiastic people to participate in management; adding more book titles to serve the diverse needs of readers, while building clubs and effectively exploiting the functions of the headquarters to better meet the cultural and learning activity needs of the People.

The Phu Binh Commune Library is located at Phu Binh Commune General Service Center, invested with thousands of book titles in various fields; it is a place to organize cultural exchange activities, club activities and propagate guidelines, policies and laws; contributing to strengthening cohesion in the residential community. Right after coming into operation, the model attracted a large number of residents to participate, becoming a destination for many age groups, especially students and the elderly. Thereby contributing to spreading reading culture, raising community awareness and building an increasingly rich and healthy cultural life in the area.
