Thai Nguyen strives to commence construction of CT.07 expressway in May 2026
On the afternoon of March 25, Comrade Nguyen Linh, Member of the Party Standing Committee, Vice Chairman of Provincial People's Committee chaired a working session with Working Delegation of Ministry of Construction and Ministry of Finance on deploying Project on completing construction investment of CT.07 expressway, Hanoi - Thai Nguyen - Cho Moi section, under public-private partnership (PPP) method. Attending the working session were leaders of several related departments and sectors.

According to the report of Department of Construction, Ministry of Construction assigned Thai Nguyen Province People's Committee to research investing in the Project. Department for Roads of Vietnam along with the existing investor agreed on the policy to deploy under the PPP format and simultaneously committed to coordinating during the process of upgrading and expanding Thai Nguyen - Cho Moi route into an expressway according to the planning. Provincial People's Committee also approved Phuong Thanh Traffic Construction Investment Joint Stock Company as the investor to formulate the Feasibility Study Report with a proposal to use 100% enterprise capital, not using the state budget. Currently, the investor has basically completed the topographic, geological and hydrological survey work and is deploying project design, as well as collecting opinions from related localities and units. The Feasibility Study Report is expected to be preliminarily completed before March 31, 2026. Parallel to that, environmental impact assessment work and dossiers for forest land use purpose conversion are being deployed, expected to be completed in early April 2026. According to the plan, the Project will complete appraisal and approval steps in April 2026, striving for approval before April 29, 2026 and commencement on May 19, 2026, if conditions are met.

Delegates exchanging views at the working session

At the working session, delegates focused on exchanging views and finding solutions to resolve difficulties and obstacles related to issues such as appointing investors, using advanced capital sources from investors to organize the selection of the Project appraisal consulting unit (since the Project does not use state budget capital) and organizing the implementation of compensation, support, resettlement and construction of resettlement areas serving the Project related to People's Committees of communes and wards...

Speaking at the working session, Vice Chairman of Provincial People's Committee Nguyen Linh thanked Working Delegation of Ministry of Construction and Ministry of Finance for paying attention, providing specific guidance and timely removing difficulties and obstacles during the Project deployment process. He emphasized that CT.07 expressway, Hanoi - Thai Nguyen - Cho Moi section, has a particularly important significance, not only contributing to perfecting the transport network of Northern midland and mountainous region but also opening up new development space for Thai Nguyen province and neighboring localities. Vice Chairman of Provincial People's Committee affirmed that Thai Nguyen province strives to complete procedures in accordance with regulations and strives to commence the Project as planned. To achieve this goal, he hoped that in the coming time, Ministry of Construction and Ministry of Finance will continue to pay attention and coordinate during the deployment process, thereby ensuring the Project is implemented on schedule, ensuring quality and effectiveness.
